New Delhi: The Unique Identification Authority of India (UIDAI) has inked a pivotal five-year research and development (R&D) agreement with the Indian Statistical Institute (ISI) aimed at boosting the robustness, security, and reliability of Aadhaar operations. This strategic collaboration marks a significant step forward in leveraging data-driven innovations to safeguard India’s flagship biometric identity system.
A Collaborative Endeavor to Fortify Aadhaar
Signed on Tuesday, the umbrella agreement brings together UIDAI’s operational expertise and ISI’s deep statistical and data science proficiency. The partnership will focus on a wide array of priority areas including enhancing biometric liveness detection tools to prevent fraud, refining biometric matching algorithms for higher accuracy, and detecting anomalies in enrolment and update processes.
Enhancing Biometric Security and Fraud Detection
One of the core pillars of this collaboration is the development of advanced fraud and anomaly detection mechanisms. By applying cutting-edge statistical techniques and machine learning models, UIDAI aims to proactively identify and mitigate high-risk enrolment or update activities that could compromise the integrity of Aadhaar data.
Leveraging ISI’s Research Excellence
The Indian Statistical Institute, renowned for its world-class research in statistics, mathematics, computer science, and data science, will play a crucial role in driving innovation. The institute’s expertise is expected to contribute significantly to the design and enhancement of biometric algorithms and security tools, ensuring Aadhaar remains a highly reliable and secure identity platform.
Key Signatories and Government Presence
The agreement was signed by Ms. Tanusree Deb Barma, Deputy Director General (Technology Centre) at UIDAI, and Prof. B. S. Daya Sagar, head of the Indian Statistical Institute, Bengaluru Centre. The event was witnessed by UIDAI CEO Sh Bhuvnesh Kumar and Ms. Puja Singh Mandol, Additional Secretary of the Ministry of Program Implementation (MoSPI), Government of India.

Speaking at the occasion, UIDAI CEO Bhuvnesh Kumar, an IAS officer of 1995 batch from UP cadre, emphasized, “Our collaboration with Indian Statistical Institute is a step towards building advanced, secure, and citizen-centric innovation.” Echoing this, Ms. Puja Singh Mandol highlighted the synergy of the partnership, stating, “This partnership brings together deep expertise in the field of statistics, technology, and data-driven innovation.”
