Union Minister of State for Personnel, Dr. Jitendra Singh, on Monday unveiled the electronic Civil List 2025—a comprehensive e-book detailing information on all serving Indian Administrative Service (IAS) officers across the country. The initiative marks another step in the Centre’s ongoing push toward digital governance under the Digital India mission.
Describing the IAS as a service that continues to attract some of the country’s finest minds, Dr. Singh said the Civil List plays a pivotal role in strengthening India’s federal governance structure. Published by the Department of Personnel and Training (DoPT), the digital Civil List is designed to promote transparency and provide a structured view of India’s administrative leadership.
The 2025 edition of the Civil List, updated as of January 1, 2025, includes detailed information on each officer’s name, batch, cadre, current posting, pay level, educational qualifications, and retirement date. For the first time, the digital document also includes photographs of officers, adding a new layer of personalization and accessibility.
Dr. Singh proposed the integration of Artificial Intelligence (AI) tools into future versions of the e-Civil List. He explained that such features could allow domain-specific searches to help identify suitable officers for mission-oriented and targeted government projects. However, he emphasized that access to advanced search features would remain appropriately restricted to ensure data protection and administrative propriety.
The e-book, which replaces the traditional printed version, is available in a searchable PDF format embedded with hyperlinks, offering users a highly navigable and user-friendly interface. The document not only serves as a crucial resource for administrators and policy-makers but is also made accessible to the general public through the DoPT’s official website: https://dopt.gov.in.
Dr. Singh underscored the importance of keeping the digital list regularly updated to maintain its relevance and usefulness. The move to discontinue hard copies, he added, is aligned with the government’s commitment to eco-friendly governance and also helps reduce public expenditure.
The 2025 Civil List reflects a total authorised cadre strength of 6,877 IAS officers, with 5,577 officers actively serving across 25 state cadres. It also includes cadre-wise strength, retirement projections over the next five years, and appointment records dating back to 1969.
The launch event was attended by several senior dignitaries, including Mr. S.N. Tripathi, Director General of the Indian Institute of Public Administration (IIPA); Mr. Sriram Taranikanti, Director of the Lal Bahadur Shastri National Academy of Administration (LBSNAA); and Ms. Rachna Shah, Secretary, DoPT, along with other senior officials.
Dr. Singh congratulated the DoPT team for their successful effort in creating a modern, efficient, and accessible Civil List that reflects the evolving face of governance in India.
