Lucknow: The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved the release of ₹115 crore as the first instalment of financial assistance for urban development projects in Mirzapur-Vindhyachal and Muzaffarnagar.
The funding will be provided under the Chief Minister’s Urban Expansion/New City Promotion Scheme, which aims to support the planned development of new urban areas and improve residential facilities for the growing urban population.
According to the state government’s announcement, the Cabinet approved the proposal at its meeting on Friday, October 9. The decision forms part of a broader allocation of ₹3,500 crore for the comprehensive development of new cities during the 2026–27 financial year.

The government has permitted seed capital of up to ₹164.87 crore for the projects undertaken by the two authorities. Of this amount, ₹115 crore has been approved for release as the first instalment.
Scheme Aims to Support Planned Urban Expansion
The scheme is intended to facilitate the planned and organised development of new cities while improving housing opportunities for an expanding urban population.
Under its funding framework, the state government can provide seed capital covering up to 50% of land acquisition expenditure for new-city development. The assistance may be extended for a period of up to 20 years, subject to the scheme’s provisions. The programme was introduced on April 6, 2023.
The latest approval will provide financial support to the two development authorities for projects covered by the scheme.
State Highway 84 in Mainpuri to Be Upgraded
In a separate decision, the Cabinet approved a revised administrative and financial proposal for widening and strengthening State Highway 84 in Mainpuri district.
The project covers the Shikohabad-Bhogaon highway corridor and includes the four-laning of the Ghiror-Bhogaon stretch, along with the construction of a bypass at Ghiror.
Key features of the road project:
- Highway: State Highway 84.
- District: Mainpuri, Uttar Pradesh.
- Four-laning: A 31.30-km stretch between Ghiror and Bhogaon.
- Bypass: A 6.56-km Ghiror bypass.
- Total project length: 37.86 km.
- Revised project cost: ₹28.67 crore.
The highway upgrade is intended to address traffic congestion along the route and improve connectivity. The government has also cited the potential benefits for farmers transporting agricultural produce to market yards and for residents travelling to and from the district headquarters.
Focus on Urban Development and Road Infrastructure
The two Cabinet decisions cover separate aspects of infrastructure development in Uttar Pradesh: planned urban expansion in Mirzapur-Vindhyachal and Muzaffarnagar, and road widening in Mainpuri.
The ₹115-crore approval advances financial assistance for new-city projects, while the revised highway proposal provides for improvements to an existing road corridor.
Both decisions were taken at the Cabinet meeting chaired by Chief Minister Yogi Adityanath on October 9.
