UP Cabinet Clears ₹21,608-Crore Push for Expressways, Industry and Youth Initiatives

The Uttar Pradesh Cabinet approved ₹21,608 crore in infrastructure and industrial projects, along with measures for youth, electric buses and medical interns.

Lucknow: The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved a series of infrastructure and industrial projects with a combined estimated value of around ₹21,608 crore, alongside measures targeting digital access for youth, public transport and medical education.

Among the key approvals are the ₹10,761-crore extension of the Ganga Expressway to Haridwar, the ₹7,968.30-crore Jhansi Link Expressway, a ₹272.25-crore Integrated Manufacturing and Logistics Cluster in Sultanpur, and private-sector industrial investments worth about ₹2,606.04 crore.

Ganga Expressway Extension to Haridwar

The Cabinet has cleared the proposal to extend the Ganga Expressway towards Haridwar through a new greenfield corridor.

Key features include:

  • Estimated cost: ₹10,761 crore
  • Six-lane configuration, with provision for future expansion
  • Detailed project report to be prepared following Cabinet approval
  • The Uttar Pradesh government will bear the project expenditure

The proposed extension is intended to improve connectivity between Bijnor and Haridwar and establish an access-controlled road link between Prayagraj and Haridwar, both major cities associated with the Kumbh.

₹7,968-Crore Jhansi Link Expressway

The Cabinet also approved the Jhansi Link Expressway, estimated to cost ₹7,968.30 crore.

The proposed corridor will connect the Jhansi region with the wider expressway network and provide connectivity to the Bundelkhand Industrial Development Authority (BIDA) area and the Uttar Pradesh Defence Industrial Corridor.

The entire construction expenditure is proposed to be borne by the state government.

Sultanpur to Get Manufacturing and Logistics Cluster

An Integrated Manufacturing and Logistics Cluster (IMLC) will be developed in Sultanpur at an estimated infrastructure cost of ₹272.25 crore.

The project will be located near the Purvanchal Expressway and is intended to strengthen industrial infrastructure in eastern Uttar Pradesh. The construction agency will be selected through a global bidding process.

Three Industrial Projects Get Investment Support

The Cabinet also approved Letters of Comfort for three private industrial projects involving proposed investments of ₹2,606.04 crore.

These include:

  • Canpack India Private Limited: ₹1,573.62 crore investment in an aluminium beverage-can manufacturing facility in Unnao.
  • Agristo Masa Private Limited: ₹794.27 crore investment to expand food-processing operations in Bijnor, including a proposed French fries facility.
  • Supreme Industries Limited: ₹238.15 crore investment in Kanpur Dehat for value-added plastic building-solution products.

The Canpack project is proposed over around 26 hectares in the IMLC industrial corridor area and is expected to have an annual production capacity of around 130 crore cans.

25 Lakh Tablets Approved for Youth

Under the Swami Vivekananda Yuva Sashaktikaran Yojana, the Cabinet approved the purchase of 25 lakh tablets for eligible students and youth.

The beneficiaries will include those enrolled in:

  • Undergraduate and postgraduate programmes
  • Diploma courses
  • ITIs
  • Skill-development programmes
  • Other eligible educational and training programmes

A budget provision of ₹2,374.60 crore has been made for the scheme for 2026-27.

UPSRTC to Add 250 Electric Buses

The Cabinet also approved the acquisition of 250 new air-conditioned electric buses for the Uttar Pradesh State Road Transport Corporation during 2026-27.

The proposed fleet will comprise:

  • 100 buses with 50 seats
  • 150 buses with 41 seats

The estimated expenditure is around ₹425.50 crore, with ₹400 crore to be provided by the state government and the remaining ₹25.50 crore by UPSRTC from its own resources.

MBBS, BDS Internship Stipend Raised to ₹25,000

In a decision concerning medical education, the Cabinet approved an increase in the monthly internship stipend for MBBS and BDS students at government medical colleges, institutions and medical universities.

The stipend has been increased from ₹12,000 to ₹25,000 per month, more than doubling the existing amount. The previous revision had taken place in 2021.

The increase applies to students undertaking the compulsory rotating internship following their MBBS or BDS examinations.

A Broad Cabinet Package

The latest approvals cover multiple sectors, including expressway infrastructure, industrial development, manufacturing, digital access, public transport and medical education.

The infrastructure and industrial package alone accounts for an estimated ₹21,608 crore, led by the proposed Ganga Expressway extension, Jhansi Link Expressway, Sultanpur industrial cluster and private-sector investments.
