Lucknow: In a major policy shift, the Uttar Pradesh Housing Department has decided to discontinue the construction of flats under government schemes. Going forward, only residential plots will be allotted by state housing agencies such as the Lucknow Development Authority (LDA) and the Awas Vikas Parishad.
Under the new policy, flats will now be developed and sold solely by private builders, while the government will only construct flats under Pradhan Mantri Awas Yojana (PMAY) and affordable housing schemes for the poor.
Why the Shift: Financial Losses and Quality Complaints
Officials said the decision comes after years of mounting losses from government-led flat projects and frequent complaints about poor construction quality.
Despite offering discounts and “first-come, first-served” schemes, several housing authorities struggled to sell flats. Buyers often reported issues like weak walls, poor water supply, malfunctioning lifts, and delays in project completion.
Umashankar Dubey, president of the Lucknow Jan Kalyan Mahasamiti, said:
“Building flats involves huge costs and high maintenance. Delays frustrate buyers, and poor quality damages the image of development authorities. With this new system, the government’s financial burden will reduce significantly.”
Authorities to Develop and Allot Plots Only
Under the new model, urban development authorities like LDA, Greater Noida Authority, and Yamuna Expressway Industrial Development Authority (YEIDA) will develop residential plots and allot them directly to citizens.
Buyers will have the freedom to build their own homes according to their needs and preferences, which could improve construction quality and reduce costs.
Plots are also expected to be more affordable than ready flats, as buyers will handle construction expenses separately.
Private Builders to Lead Flat Construction
Flats will now be built on land parcels auctioned to private developers. These developers will create modern housing complexes equipped with high-rise towers, gyms, swimming pools, and other amenities.
Officials believe this will increase competition, ensure better quality housing, and help control prices through market mechanisms.
The new policy aligns with the Ease of Doing Business initiative and is expected to attract significant private investment into the real estate sector, creating new employment opportunities across the state.
Government to Focus on Infrastructure and Affordable Housing
With the responsibility of flat construction shifting to private firms, government agencies will focus more on core infrastructure — including roads, water, and electricity supply — to support housing colonies and urban expansion.
Pending flat projects will either be completed soon or handed over to private entities for timely delivery.
Plot System Seen as Beneficial for Middle and Lower-Income Groups
According to Neeraj Shukla, Additional Housing Commissioner of the Awas Vikas Parishad, the new policy is a transparent and practical approach.
He said,
“For middle and lower-income families, plots are a good option since they can build homes in phases, depending on their financial capacity. While cities will still need flats due to space constraints, this system gives people more flexibility and ownership.”
New plot-based schemes are expected to launch soon across major cities, including Lucknow, Greater Noida, and Ghaziabad.
