Lucknow: The long-standing traditions of the Uttar Pradesh IAS Association — the Annual General Meeting (AGM) and the Civil Service Week — have been missing from the official calendar since 2019, leaving many junior and senior officers wondering if these hallmark events of administrative engagement will ever return.
A Tradition Interrupted
The UP IAS Association had, as far back as January 19, 2013, passed a resolution to hold the AGM and Civil Service Week annually. This decision came after a five-year gap from 2007 to 2012, during which neither of the events could be organised. Following the resolution, the events took place in 2014, 2015, 2016, 2017, and finally in 2019.
The purpose of the resolution was to prevent future lapses and ensure continuous engagement among IAS officers across batches. However, several factors disrupted the tradition post-2019.
Reasons for the Gap
2020–2021: COVID-19 pandemic led to cancellations, as large gatherings and conferences were restricted across the country.
2022: Uttar Pradesh Assembly elections made it difficult to schedule the events.
2023–2025: Since then, the AGM and Civil Service Week have remained absent from the calendar, reportedly due to lack of government approval or logistical support.
The Vanishing Cream Comment
Reflecting on the state of the IAS at the 2013 AGM, senior officer GB Patnaik famously remarked that the “Indian Administrative Service (IAS) has become a vanishing cream.” While intended in a lighter vein, his observation highlighted concerns over the perceived erosion of ideals and ethos among a section of officers.
Patnaik recently clarified that his comment addressed the ‘vanishing ideals’ rather than the competence of officers. His observation resonated with other officers at the time, including Anil Swaroop, who stressed the importance of recognising good work among officers instead of indulging in negative comparisons or “leg pulling.”
The Role of Senior Administrative Officers’ Conference
Historically, the AGM and Civil Service Week were often scheduled alongside the Senior Administrative Officers’ Conference, providing junior officers an opportunity to interact with senior colleagues and even the Chief Minister. During the last such interaction in 2019, Chief Minister Yogi Adityanath addressed the conference, reinforcing the importance of these events in bridging administrative experience across batches.
Plans for 2026
Sources indicate that the state government is planning to hold the Senior Administrative Officers’ Conference in early February 2026. While there is no official word on the Civil Service Week, the upcoming conference is expected to provide a platform for interaction among officers of different batches.
A senior state government officer said, “There is currently no proposal to hold the Civil Service Week. The conference will be organised in a manner that allows experience-sharing among officers, particularly benefiting junior officers who may be unaware of this tradition.”
Uncertain Future for AGM and Civil Service Week
While hopes are high that the tradition might be revived alongside the senior administrative officers’ conference, questions remain about whether the UP IAS Association will secure government approval and logistical support to reinstate both events permanently. For now, the legacy of the AGM and Civil Service Week remains paused, with the administrative community watching closely for updates.
