In a massive bureaucratic and administrative exercise, the Uttar Pradesh Public Service Commission (UPPSC) will conduct the PCS Preliminary Exam 2025 and ACF/RFO Preliminary Exam on Sunday, October 12, 2025, across all 75 districts of the state. This marks a significant step forward in the state’s efforts to strengthen public administration by recruiting top-tier officers through a transparent and secure process.

When and How the Exam Will Be Held

The PCS 2025 Prelims will be conducted in two shifts on October 12.

  • Morning Shift (9:30 AM to 11:30 AM): Paper 1 – General Studies
  • Afternoon Shift (2:30 PM to 4:30 PM): Paper 2 – CSAT

The exams for Assistant Conservator of Forest (ACF) and Regional Forest Officer (RFO) posts will also be held alongside PCS Prelims in a synchronized manner.

Examination centers have been established in every district, and the entire administrative machinery including magistrates, police officers, and invigilators has been mobilized to ensure smooth and fair conduct.

Crackdown on Cheating: Two-Tier Security, Biometric Checks Introduced

In light of the RO/ARO paper leak in 2023, the Commission has introduced unprecedented anti-cheating measures this year. Key highlights include:

  • Two-level physical checking at the entry gate with metal detectors and manual frisking
  • Biometric verification including retinal scans and fingerprinting of every candidate
  • Real-time surveillance via a high-tech IT-enabled control room
  • Deployment of UPPSC representatives in all districts one week before the exam

According to officials, any attempt to cheat will trigger instant alerts to the control room, enabling swift action.

Stringent Punishments Under the New Law

Cheating in the PCS exam is now classified as a serious criminal offense under the Uttar Pradesh Public Examinations (Prevention of Unfair Means) Act 2024.

Punishments include:

  • Fines up to Rs. 1 crore
  • Life imprisonment
  • Or both

The government has made it clear that zero tolerance will be shown toward malpractice.

Exam Essentials: What Candidates Must Carry

Candidates appearing for the exam must download their admit cards from the official website uppsc.up.nic.in using their OTR number.

Bring the following to the exam center:

  • Printout of your admit card
  • Two valid photo IDs (Aadhaar, Voter ID, Driving License, etc.) — both original and photocopy
  • Black or blue ballpoint pen

Arrival Timings and Exam Center Instructions

Candidates must report 1.5 hours before their shift begins:

  • Morning Shift: Arrive by 8:00 AM (gates close at 8:45 AM)
  • Afternoon Shift: Arrive by 1:00 PM (gates close at 1:45 PM)

Strict security checks will begin as soon as candidates arrive, so early presence is vital.

Key Do’s and Don’ts for Candidates

  • Check your exam center location and route in advance
  • Avoid carrying electronic gadgets like mobile phones or smartwatches
  • Focus on mock tests and previous year papers for both GS and CSAT
  • Stay calm and composed — strict checking is a protocol, not a threat
  • For updates, follow @UPPSCofficial on X or visit the UPPSC website

Why PCS 2025 Is a Career-Defining Exam

This year’s PCS exam opens doors to prestigious administrative roles such as:

  • Deputy Collector
  • Deputy Superintendent of Police (DSP)
  • Block Development Officer (BDO)

Similarly, the ACF/RFO Prelims are the gateway to elite posts in the Uttar Pradesh Forest Department. With lakhs of candidates appearing, this recruitment drive is a cornerstone in the state’s ongoing efforts to enhance governance capacity through merit-based appointments.

Final Tip: Stay Prepared and Stay Ethical

With massive stakes involved, both for candidates and the state administration, the PCS 2025 Prelims will be a true test of preparation and integrity. Aspirants are advised to revise smartly, manage time effectively, and above all, avoid shortcuts.
