Lucknow: The Uttar Pradesh government has carried out a significant reshuffle involving three IAS and three PCS officers, aiming to strengthen administrative efficiency, ensure continuity in key departments, and accelerate the implementation of state development initiatives. Several senior officers have been assigned additional responsibilities, while PCS officers have been given new postings to streamline governance across districts.

Key Officers Get Additional Charges

Babu Lal Meena Gets Additional Charges of Horticulture and Food Processing

Senior IAS officer Babu Lal Meena, who currently serves as Additional Chief Secretary, has been given additional charge of the Horticulture and Food Processing Department along with the Silk Department. In addition, he has been appointed as the Head of the Food Processing Department, a position previously held by T.K. Shibu.

This move is expected to boost agriculture-based economic growth, strengthen the food processing industry, and enhance horticulture production across Uttar Pradesh. Experts believe that Meena’s leadership will help attract investment, promote food processing units, and generate employment opportunities in rural areas.

Rajesh Kumar Singh Assigned Additional Charge of Backward Classes and Divyang Welfare

Rajesh Kumar Singh, the state’s Principal Secretary of Home Guards, has been given additional charge of the Backward Classes Welfare Department and Divyangjan Empowerment Department, along with his existing role as Director of Divyangjan Empowerment.

  • This change comes as Subhash Chandra Sharma, who previously held this position, is set to retire on February 28.
  • The departments are critical for social justice, inclusive development, and welfare initiatives in the state.
  • Singh’s expanded responsibilities are expected to ensure effective monitoring, timely execution, and improved delivery of welfare programs to the intended beneficiaries.

Rajkamal Yadav Appointed Special Secretary of Horticulture and Food Processing

Rajkamal Yadav, currently serving as Additional Commissioner of Industry and Managing Director of Uttar Pradesh Small Industries Corporation, has been appointed Special Secretary for the Horticulture and Food Processing Department.

  • The appointment aims to ensure effective implementation of departmental projects, improve coordination between agriculture and industry, and support initiatives that enhance horticulture production and food processing.
  • The government is focusing on boosting exports, developing cold storage infrastructure, and promoting agri-based industries, and Yadav’s role is seen as pivotal to these objectives.

PCS Officer Transfers Across Districts

Alongside IAS appointments, the government has also reshuffled PCS officers to strengthen district-level administration:

  • Rajesh Kumar Srivastava: From Additional District Magistrate, Namami Gange & Rural Water Supply, Lalitpur, to Additional Commissioner, Gorakhpur Division.
  • Sanjay Mishra: From Sub-Divisional Magistrate, Ambedkarnagar, to Additional District Magistrate, Namami Gange & Rural Water Supply, Lalitpur.
  • Lalit Kumar Mishra: From Sub-Divisional Magistrate, Siddharthnagar, to Sub-Divisional Magistrate, Muzaffarnagar.

These transfers are aimed at strengthening governance, improving project execution, and ensuring better service delivery at the district level.

Administrative Reforms to Enhance Governance and Development

The Uttar Pradesh government frequently reshuffles officers to enhance accountability, introduce new energy, and improve inter-departmental coordination. Assigning experienced IAS officers to key departments and repositioning PCS officers across districts is expected to:

  • Speed up implementation of developmental projects
  • Ensure timely execution of social welfare schemes
  • Improve administrative oversight and public service delivery

Officials note that these changes are part of a strategic effort to accelerate socio-economic development and improve governance across the state, with a focus on agriculture, food processing, social welfare, and rural infrastructure.
