The examination papers for the Uttar Pradesh Public Service Commission (UPPSC) will be differentiated by both colour and code. To enhance security and prevent incidents such as paper leaks, the Uttar Pradesh government has recently enacted the Uttar Pradesh State Public Service Commission (Regulation of Procedure) (Amendment) Ordinance, 2024. This ordinance amends the UP State Public Service Commission Act to establish a new protocol for exam papers.

Under this new regulation, four distinct sets of each question paper will be created for Public Service Commission examinations. The paper setters will be sourced from various locations to ensure diversity. The sealed question papers will be maintained under the supervision of the controller of examinations, with two of the sets being printed by an authorized printing press.

The controller of examinations will provide the envelopes containing the four question papers to designated moderators, who are responsible for assessing the difficulty level of the questions. Receipts will be obtained for these transactions. The moderators will then stamp and secure each set in separate packets. Importantly, these envelopes will not bear any identifying marks and will only be accessible to the controller of examinations or their appointed representative, also with a receipt.

Ultimately, only two of the four prepared sets will be printed for the Public Service Commission exams. The controller will select these two question papers without opening the envelopes and will send them to two different printing presses. Each press will be tasked with creating packets of question papers in varying colours and confidential codes for all examination centres while ensuring strict confidentiality throughout the process.
