Uttarakhand Budget 2026-27: ₹1.11 Lakh Crore Focused on Youth, Women, Farmers, and Inclusive Development

Dehradun: Uttarakhand Chief Minister Pushkar Singh Dhami presented the state budget of ₹1,11,703.23 crore for the financial year 2026-27, emphasizing balanced growth, economic progress, and welfare for all sections of society. This year’s budget, 11.41% higher than the previous year, has been termed the “SANTULAN” budget, highlighting inclusivity and holistic development. CM Dhami also highlighted achievements such as the Uniform Civil Code and other governance initiatives.

Balanced Growth with SANTULAN Budget

CM Dhami described the budget as SANTULAN, representing:

  • S – Inclusive Development
  • A – Self-Reliance
  • N – New Thinking
  • T – Rapid Growth
  • U – Advanced Villages and Cities
  • L – Public Participation
  • A – Economic Strength
  • N – Fair Governance

The budget aims to connect every segment of society with development, promoting a prosperous, empowered, and self-reliant Uttarakhand.

Focus on GYAN for Targeted Welfare

The CM introduced the GYAN model, prioritizing:

  • G – Welfare of the Poor
  • Y – Youth Empowerment
  • A – Farmer Prosperity
  • N – Women’s Empowerment

The government has also increased the gender budget to ₹19,692.02 crore from ₹16,961.32 crore in FY 2025-26 to promote women’s welfare and empowerment.

Major Welfare Schemes for Economically Weaker Sections

Significant allocations have been made to improve living standards:

  • Annapurti Scheme: ₹1,300 crore
  • Pradhan Mantri Awas Yojana (Rural): ₹298.35 crore
  • Pradhan Mantri Awas Yojana (Urban): ₹56.12 crore
  • EWS Housing: ₹25 crore
  • Free Travel in Transport Corporation Buses: ₹42 crore
  • Subsidy on Cooking Gas: ₹43.03 crore
  • Social Security Pensions (Divyang, Teelu Rauteli, others): ₹167.05 crore
  • Disaster-Affected Family Rehabilitation: ₹25 crore

Employment and Skill Development for Youth

To promote employment and self-employment:

  • Chief Minister Self-Employment Scheme: ₹60 crore
  • Migration Prevention Scheme: ₹10 crore
  • Pandit Deendayal Upadhyay Rural Skill Development Scheme: ₹62.29 crore
  • Assistance to Non-Government Colleges: ₹155.38 crore
  • Shiksha Mitra Honorarium: ₹10 crore
  • Chief Minister Yuva Bhavishya Nirman Scheme: ₹10 crore

Enhancing Farmer Income

Key initiatives for farmers and livestock owners include:

  • Trout Promotion Scheme: ₹39.90 crore
  • Mission Apple: ₹42 crore
  • Milk Producer Incentives: ₹32 crore
  • Deendayal Upadhyay Cooperative Farmers Welfare Scheme: ₹42.50 crore
  • Pradhan Mantri Matsya Sampada Yojana: ₹160.13 crore
  • Millet Mission: ₹12 crore
  • Farmers’ Pension Scheme: ₹12.06 crore

Provisions for Women’s Health and Empowerment

The government has allocated funds for multiple women-focused schemes:

  • Nanda Gaura Scheme: ₹220 crore
  • Pradhan Mantri Matritva Vandana Yojana: ₹47.78 crore
  • Chief Minister Mahalakshmi Kit Scheme: ₹30 crore
  • Chief Minister Child Nutrition Scheme, Women Nutrition Scheme, Anchal Amrit Scheme
  • Self-Help Group Strengthening Programs

Health, Education, and Social Welfare

The budget also provides for hospitals in Bageshwar, Haridwar, Uttarkashi, Almora, Dehradun, Tehri, Nainital, with ₹4,252.50 crore for health and ₹195 crore under capital expenditure. Child nutrition, maternal welfare, and social security schemes have been strengthened to ensure inclusive access to essential services.

CM Dhami emphasized that the GYAN model ensures upliftment of the poor, empowerment of youth, prosperity for farmers, and social and economic advancement of women. With this comprehensive approach, Uttarakhand is poised to achieve sustainable and inclusive development, balancing growth across rural and urban areas while empowering all citizens.
