Dehradun: In a significant reshuffle of the state bureaucracy, Uttarakhand is all set to witness the promotion of eight Additional Secretaries to full Secretaries and nine Indian Police Service (IPS) officers to higher ranks, with IPS officer Abhinav Kumar elevated to the position of Director General of Police (DGP). The promotions are set to take effect from January 1, 2026.
IAS Promotions: Eight Additional Secretaries to Become Secretaries
The Departmental Promotion Committee (DPC) meetings for the Indian Administrative Service (IAS) and IPS officers were conducted on Monday under the leadership of Chief Secretary Anand Vardhan. The DPC for four Indian Forest Service (IFS) officers is scheduled for Tuesday, where five IFS officers will receive the Junior Administrative Grade and three will be promoted to the Senior Grade.
The following IAS officers of the 2010 batch, currently serving as Additional Secretaries, will be promoted to Secretaries –
- Dr. Ahmed Iqbal
- Eva Srivastava
- Sonika
- Ranjana Rajguru
- Anand Swaroop
- Devkrishna Tiwari
- Umesh Narayan Pandey
- Rajendra Kumar
Notable detail: IAS officer Eva Srivastava, who is currently on deputation to the central government, will receive a proforma promotion.
Additionally, five IAS officers have been promoted from Selection Grade Level 12 to Level 13 –

IPS Promotions: Abhinav Kumar to Become DGP
In the police cadre, IPS officer Abhinav Kumar has been promoted from Additional Director General (ADG) to Director General of Police (DGP). Other major promotions include:

Selection Grade Promotions –
- Arpan Yaduvanshi has been given Selection Grade, while Nisha Yadav and Jitendra Chauhan had previously received the SP rank.
