Dehradun: In its four-year tenure, the Pushkar Singh Dhami-led government in Uttarakhand has made significant strides in addressing unemployment and empowering youth through a combination of skill development, clean recruitment processes, and overseas employment opportunities.
From streamlining recruitment exams to facilitating international placements, the state government has adopted a multi-pronged approach to ensure sustainable employment generation.
25,000 Youth Secure Permanent Government Jobs
Since July 4, 2021, when Chief Minister Dhami took charge, more than 25,000 young individuals have been appointed to permanent government jobs. These recruitments were conducted through various constitutional bodies including the Uttarakhand Public Service Commission (UKPSC), Uttarakhand Subordinate Services Selection Commission (UKSSSC), and Medical Services Selection Commission.
Just recently, 15 assistant teachers selected for Government Ashram Method Schools under the Tribal Welfare Department were handed their appointment letters, highlighting the continuous nature of these recruitments.
According to officials, multiple other recruitment processes are currently in advanced stages, and final recommendations will soon be released, potentially pushing the total number of jobs even higher.

Strict Anti-Cheating Law Brings Transparency in Exams
One of the most lauded achievements of the Dhami administration has been the implementation of a stringent anti-cheating law in 2024, aimed at eliminating corruption in recruitment exams.
Since its enforcement, not a single paper leak incident has been reported—a significant milestone given the state’s troubled past with exam malpractices. The government claims to have jailed over 100 individuals involved in paper leak scams, sending a strong message to the “cheating mafia.”
This has led to restored public faith in the recruitment process and boosted the morale of deserving candidates.
Global Placement Scheme Opens International Doors
The government has also been proactive in creating international employment avenues for the state’s youth. On November 9, 2022, the Dhami administration launched the Chief Minister Skill Development and Global Employment Scheme.
Under this initiative, training is being provided in key sectors such as:
- Hospitality
- Nursing
- Automobile Engineering
So far, 154 youth have been trained, and 37 candidates have already secured placements in Japan, with future batches expected to find employment in Germany and other developed nations.
Focus on Retaining Talent in the State
Chief Minister Dhami has reiterated the government’s commitment to ensuring that the youth of Uttarakhand contribute to the state’s growth, rather than migrating in search of opportunities.
“Our aim is that Uttarakhand’s water and youth should be utilized within the state. Instead of migrating, the youth should become providers of employment,” said CM Pushkar Singh Dhami.
The government believes that by strengthening education, skill development, and fair recruitment practices, it can reverse the trend of migration and foster inclusive development.
