Kolkata: The West Bengal government has announced a major initiative to modernize 50,000 Integrated Child Development Services (ICDS) centers across the state in partnership with the Asian Development Bank (ADB). The move aims to improve infrastructure, nutrition, and pre-school education for children, while also enhancing the professionalism of Anganwadi workers.
Currently, West Bengal has 1.9 lakh ICDS centers staffed by 2 lakh Anganwadi workers, who play a crucial role in early childhood care and nutrition.
Project Funding and Implementation
The total cost of the project is Rs 2,148 crore, with Rs 1,503.6 crore funded by ADB and the remaining Rs 644.4 crore contributed by the state government. The initiative is expected to be implemented within five years, with the government beginning processing within a month.
Finance Minister Chandrima Bhattacharya highlighted that while ICDS is a central scheme, it often lacked sufficient funds from the central government. The West Bengal government has therefore stepped in to modernize and strengthen the system.

Focus on Child Nutrition and Education
The modernization program will enhance facilities for pre-school children who rely on ICDS centers for nutrition and early learning. Improved infrastructure, hygienic environments, and upgraded classrooms are expected to create a more conducive learning and growth environment for young children across the state.
Capacity Building for Anganwadi Workers
In addition to infrastructure upgrades, the project will include capacity building programs for Anganwadi workers and supervisors. These programs aim to improve skills, professionalism, and service delivery, ensuring that workers are better equipped to manage nutrition, health, and early childhood education initiatives effectively.
This move comes after the government recently increased the monthly allowance of Anganwadi workers by Rs 1,000, reflecting West Bengal’s commitment to empowering frontline workers.
A Major Step in Child Development in West Bengal
With this initiative, West Bengal seeks to modernize one of the largest ICDS networks in India, providing better nutrition, education, and care for children while supporting the workforce responsible for delivering these services. The collaboration with ADB is expected to bring international best practices and technical support, ensuring long-term sustainability and impact.
