Senior IAS officer Mr. K.K. Pathak, known for his administrative discipline and outspoken style, has been formally relieved from the Bihar state service. The government of Bihar’s General Administration Department issued an official notification confirming his release.

Mr. Pathak, a 1990-batch IAS officer, will now assume the position of Additional Secretary in the Cabinet Secretariat under the Central Government.
Throughout his tenure in Bihar, Mr. Pathak earned a formidable reputation for his discipline, honesty, and zero-tolerance approach towards corruption and negligence. He is widely acknowledged as one of the key figures who relentlessly worked to reshape Bihar’s administrative image through his fearless and uncompromising leadership.
Mr. Pathak is particularly known for his crucial role in the enforcement of the Liquor Prohibition Act. He directed the police and administrative machinery for strict implementation of the liquor ban and personally conducted surprise inspections across all 38 districts to ensure compliance.
During his tenure as Additional Chief Secretary of the Education Department, Mr. Pathak introduced several tough measures to curb negligence among teachers and to instil discipline in educational institutions. His unexpected school inspections often caught errant teachers, principals, and education officers off guard, leading to noticeable improvements in the system.
In his role as Additional Chief Secretary in the Revenue and Land Reforms Department, Mr. Pathak initiated significant reforms aimed at increasing transparency in land dispute resolutions and land measurement processes.
His transfer to the Centre is seen as a recognition of his administrative acumen, integrity, and long-standing service. The Central Government recently approved his appointment as Additional Secretary in the Cabinet Secretariat.
With his departure, Bihar loses one of its most dynamic and disciplined administrators.
