IAS Vijay Kiran Anand, a 2009 batch officer of the Uttar Pradesh cadre, stands as a shining example of excellence in public administration. Born in Bengaluru, he boasts a rare combination of academic brilliance and professional expertise, having qualified as a Chartered Accountant before joining the prestigious Indian Administrative Service. Over the years, his effective leadership and dedication have earned him key responsibilities, including the charge of organising major events such as the Mahakumbh 2025.

This dual background of finance and administration equipped him with analytical prowess and strategic thinking, which he has consistently demonstrated throughout his career.

EARLY CAREER 

Vijay Kiran Anand began his administrative career as the Sub-Divisional Magistrate (SDM) in Baghpat, Uttar Pradesh, where he served for two years. His work in Baghpat was marked by significant developmental initiatives and efficient governance. Following this, he was appointed as the Chief Development Officer (CDO) in Barabanki district, where he focused on rural development, infrastructure improvement, and welfare schemes.

KEY ADMINISTRATIVE ROLES 

Over the years, Mr. Anand has held various crucial positions in the state of Uttar Pradesh, including:

District Magistrate (DM) of Multiple Districts: He served as the District Magistrate in Mainpuri, Unnao, Firozabad, Varanasi, Shahjahanpur, and Gorakhpur. In these roles, he became known for his innovative solutions to local challenges, proactive governance, and citizen-centric approach.

During his tenure as DM of Gorakhpur, he launched several initiatives that significantly improved the district’s administration and earned accolades from both the public and government.

KEY ROLES IN MAJOR RELIGIOUS EVENTS 

In 2017, he played a pivotal role in organising the Magh Mela, ensuring seamless management of one of the largest religious gatherings in the country.

In 2019, he was entrusted with the responsibility of the Ardh Kumbh Mela, where his meticulous planning and execution were widely praised.

Leadership in Mahakumbh 2025: Drawing on his extensive experience with large-scale events, Vijay Kiran Anand was appointed as the Mela Adhikari for the Mahakumbh 2025. His leadership has already instilled considerable optimism about the grandeur and success of the event. Under his guidance, tight security measures and efficient logistics have been put in place, ensuring a safe and spiritually enriching experience for millions of pilgrims.

AWARDS AND RECOGNITION

In recognition of his outstanding contributions, Mr. Anand received the Prime Minister Award for Excellence in Public Administration in 2020. On Civil Services Day, Prime Minister Narendra Modi personally honored him with a memento and citation, acknowledging his dedication to public service and innovative governance.

SIGNIFICANT CONTRIBUTIONS IN EDUCATION 

Apart from district administration, Mr. Anand has made significant contributions to the education sector in Uttar Pradesh. He has served as:

Director, Mid-Day Meal Scheme

Special Secretary, Basic Education

Director General, School Education

In these roles, he focused on enhancing the quality of education, improving infrastructure, and ensuring the effective implementation of welfare schemes. His reforms in the midday meal program improved nutrition levels among schoolchildren, while his efforts in school education led to better learning outcomes and increased enrolment.
