Gujarat Chief Minister Mr. Bhupendra Patel is steering the state toward a Viksit Gujarat by focusing on youth empowerment and better employment opportunities. Aligned with Prime Minister Mr. Narendra Modi’s vision, the state government aims to channel Gujarat’s demographic dividend into productive avenues for state and national development.
To achieve this, the Gujarat Administrative Reforms Commission (GARC), led by Principal Advisor Dr. Mr. Hasmukh Adhia, has submitted its sixth recommendation report. This follows five previous reports that collectively focus on improving administrative efficiency and governance. The latest report emphasizes faster, transparent, and technology-driven recruitment processes, with a strong focus on youth employment.
Key Recommendations to Transform Recruitment:
Fixed Timelines for Recruitment
GARC recommends completing three-stage recruitments within 9 to 12 months and two-stage recruitments within 6 to 9 months. Future reforms aim to further reduce these timelines, ensuring that job opportunities reach youth promptly.
Joint Recruitment and Common Entrance Test (CET)
The commission suggests conducting joint prelims and subject-specific mains for cadres with similar educational qualifications. This approach will reduce administrative and financial costs while ensuring uniformity and efficiency in the recruitment process.
Two Fixed Requisition Windows Each Year
A central cell will manage recruitment, examination, and training rules, allowing departments to submit requisitions online during two fixed windows annually. This system is designed to expedite finalization of rules and streamline recruitment schedules.
Complete Digital Document Verification
Moving from manual to digital verification, GARC proposes an API-linked database and unique candidate document registry, similar to DigiLocker. This will simplify document transfer between recruiting agencies and government departments, improving accuracy and efficiency.
Candidate-Friendly End-to-End Dashboard
An integrated dashboard will allow candidates to track the entire recruitment process using a unique ID, including digital district-wise posting selection. This ensures transparency and a seamless user experience.
Complete Digital Workflow from Requisition to Appointment
A unified digital portal will enable smooth information sharing between departments, agencies, and candidates, reducing repetitive documentation and supporting the Ease of Doing Business initiative.
Capacity Building and Restructuring of Recruitment Agencies
GARC recommends forming a Medical Services Recruitment Board (MSRB) for healthcare professionals and granting administrative and financial autonomy to GSSSB, GPSSB, and GPRB, on par with the Gujarat Public Service Commission.
Increased Computer-Based Examinations
The commission emphasizes maximum digital examinations across Gujarat, supported by a dedicated Exam Monitoring Unit (EMU) in each agency, ensuring transparent and effective examination management.
Ten-Year Recruitment Calendar
A long-term recruitment calendar will anticipate departmental needs, prioritize critical cadres, and ensure timely hiring to fill long-pending vacancies efficiently.
Driving Gujarat’s Vision for Youth and Development
Implementing GARC’s recommendations will strengthen youth employment opportunities, reduce recruitment delays, and improve public service delivery. The Chief Secretary Mr. Manoj Kumar Das, Advisor Mr. S. S. Rathore, Additional Principal Secretary Ms. Avantika Singh, Principal Secretary Mr. Hareet Shukla, Secretary Dr. Vikrant Pandey, and other GARC officials were present during the report submission.
