In a major step toward fostering innovation in governance in Gujarat, a one-day workshop for the Chief Minister’s Fellowship cohort was held in Gandhinagar on Monday. Chief Minister Mr. Bhupendra Patel underscored that the synergy between the seasoned expertise of senior bureaucrats and the fresh, research-driven insights of young CM Fellows can significantly enhance public welfare, accelerate administrative reforms, and strengthen the ease of doing business across Gujarat.
CM Patel Emphasises Governance Beyond Routine Administration
Addressing 24 CM Fellows working across various departments, Mr. Patel reiterated that the state’s goal is not merely to operate administrative machinery but to deliver meaningful transformation that improves everyday life for citizens. He stressed that the combined competencies of young professionals and institutional leadership can accelerate Gujarat’s development mission.
A Vision Rooted in Innovation: Legacy of the Fellowship Programme
Mr. Patel highlighted that the Chief Minister’s Fellowship Programme, launched in 2009 by the then Chief Minister Mr. Narendra Modi, was created to harness the innovative ideas of talented youth for better governance. He noted that the programme continues to serve as a model of administrative innovation, helping the government become more technology-driven, efficient, and citizen-centric.
Quoting Prime Minister Mr. Narendra Modi, the Chief Minister said, “We work not just to run a government but to bring change in the country,” adding that PM Modi’s reforms—from digital governance to tech-led rural transformation—continue to guide Gujarat’s development trajectory. He encouraged Fellows to help advance India’s vision of becoming a developed nation by 2047.
MoU Signed Between SPIPA and IIM Indore for Capacity-Building
The workshop also saw the signing of a significant memorandum of understanding (MoU) between the Sardar Patel Institute of Public Administration (SPIPA) and IIM Indore. The collaboration will focus on strengthening capacity-building initiatives in public policy and management. The MoU was exchanged between SPIPA Director General Mr. Harit Shukla and IIM Indore Director Mr. Himanshu Singh.
Senior Officials Applaud Fellows’ Contributions to Good Governance
Chief Secretary Mr. M. K. Das praised the CM Fellows Programme, emphasising that their research, case studies, and field insights have helped reinforce Gujarat’s good governance initiatives. He added that the programme has gained even greater momentum under the leadership of Mr. Patel.
Senior officials, including Chief Minister’s Chief Advisor Mr. Hasmukh Adhia, addressed the participants. CM Fellows also showcased their project work, innovative interventions, and best practices during the workshop. The event was attended by several senior secretaries, including Additional Chief Secretary Ms. Avantika Singh, Secretary Mr. Vikrant Pandey, faculty representatives, and the cohort of CM Fellows.
