Chief Minister Mr. Hemant Soren announced a groundbreaking policy for Jharkhand, mandating that companies setting up operations in the state must employ at least 75 percent local residents. Speaking at an election rally in support of UPA candidate Mr. Somesh Soren at Narsinghgarh Hat Maidan in Dhalbhumgarh, Mr. Soren emphasized that companies failing to comply will not be allowed to operate in Jharkhand. This initiative is part of the government’s broader effort to provide employment to the state’s unemployed youth.
Ghatshila By-Election and Political Context
The Ghatshila Assembly by-election is scheduled for November 11, with 13 candidates contesting. The main competition is among Mr. Ghan Bal, Mr. Jan Bal, and the BJP, which claims to be the world’s largest party. During his speech, Mr. Soren highlighted the need for voters to remain cautious of candidates offering temporary incentives, while urging them to honor the legacy of Dishom Guru Mr. Shibu Soren and the late Minister Mr. Ramdas Soren.
Accountability and Development Promises
Mr. Soren criticized the BJP for its previous 18-year tenure in Jharkhand, stating that it was marked by exploitation and neglect of the poor, laborers, and farmers. “Jharkhand has been formed for 25 years, yet the BJP looted and hollowed out the state,” he said. The Chief Minister underscored that the JMM government has consistently worked to strengthen the state alongside its 3.25 crore citizens.
Continuing the Vision of Late Leaders
Mr. Soren paid tribute to the late Minister Mr. Ramdas Soren, whose developmental initiatives included approval for an engineering college and a tribal university in Musabani. He assured that Mr. Somesh Soren would continue fulfilling these unachieved dreams. The Chief Minister also highlighted the successful implementation of welfare schemes such as the Mainiyan Samman Yojana, providing Rs. 2,500 per month to women, and support under the Sarvajan Pension Scheme and free electricity up to 200 units for the poor.

The rally also featured addresses by Higher and Technical Education Minister Mr. Sudibya Kumar Sonu, MP Mr. Joba Manjhi, MLA Ms. Savita Mahato, and several local leaders including former MLA Mr. Laxman Tudu and Mr. Arup Chatterjee. Mrs. Surajmani Soren, wife of late Mr. Ramdas Soren, and District Council Chairperson Ms. Bari Murmu were present to emphasize the importance of continuity in regional development and citizen welfare.
