Jammu Hosts National Governance Conference 2026 to Showcase Award-Winning District Initiatives

Jammu: The Department of Administrative Reforms and Public Grievances (DARPG), in collaboration with the Government of Jammu and Kashmir, is organizing the National Governance Conference on the theme “Holistic Development of Districts: Transforming Governance for Viksit Bharat” on 3 March 2026 in Jammu. The conference aims to showcase and disseminate award-winning governance initiatives and innovative district-level practices from across India.

Inaugural Session to Feature Key Leaders

The National Governance Conference will be inaugurated by Dr. Jitendra Singh, Hon’ble Minister of State for Personnel, Public Grievances and Pensions, along with Omar Abdullah, Hon’ble Chief Minister of Jammu and Kashmir. They will deliver the inaugural address, setting the tone for a day-long exchange of ideas and best practices in public administration.

Other key speakers in the inaugural session include Rachna Shah, Secretary, DARPG, and Atal Dulloo, Chief Secretary, Government of Jammu and Kashmir.

Showcasing Prime Minister’s Award-Winning Initiatives

The conference will highlight governance initiatives recognized under the Prime Minister’s Awards for Excellence in Public Administration for 2023 and 2024. District Collectors and senior officials will present award-winning best practices, including examples from:

  • Eluru, Andhra Pradesh – Innovative district development models
  • Gomati, Tripura – Effective service delivery practices
  • Koraput, Odisha – Holistic community-focused initiatives
  • Kargil, UT of Ladakh – Administrative excellence in challenging terrains

A second technical session will present additional initiatives, covering aspirational blocks, innovative projects, and holistic district development models from Nalbari (Assam), Kupwara (J&K), and the PRISM 10 initiative of Parvathipuram district (Andhra Pradesh).

Focus on Jammu & Kashmir’s Best Practices

A dedicated session will highlight innovative governance practices from Jammu & Kashmir, including:

  • Kulgam district – Local governance innovations
  • RFID-enabled Yatra management – Shri Mata Vaishno Devi Shrine Board
  • e-Suvidha initiative – Ramban district’s citizen-centric services

Platform for Knowledge Sharing and Collaboration

The conference will be attended by over 200 delegates from across India, including senior administrators, domain experts, and practitioners in public administration. The event aims to provide a platform for District Collectors, senior officials, policymakers, and experts to:

  • Share experiences and successful governance models
  • Exchange ideas for integrated district development
  • Deliberate strategies for effective grievance redressal
  • Scale up impactful initiatives for citizen welfare

Through this platform, DARPG seeks to accelerate inclusive, citizen-centric governance, ensuring efficient service delivery and holistic development at the grassroots level.
