A Trailblazer Redefining Power, Purpose, and Perception in Kerala’s Bureaucracy

Sarada Muraleedharan, Kerala’s first woman Chief Secretary to succeed her husband in the role, is not only breaking bureaucratic norms but also confronting deep-rooted colourist biases with quiet strength and grace.

When Sarada Muraleedharan assumed the role of Chief Secretary of Kerala in September 2024, she not only stepped into the top bureaucratic post of the state but also made history. The 1990-batch IAS officer became the first woman in Kerala to succeed her own husband – Dr. V Venu – in this prestigious position. Yet, the legacy she carries is distinctly her own, built over decades of resolute service, progressive reforms, and a quiet, unwavering commitment to social justice.

A BUREAUCRAT ROOTED IN EMPOWERENMENT

From the earliest days of her career, Muraleedharan aligned herself with work that sought to uplift and empower. Perhaps most notably, she served as the head of Kerala’s Kudumbashree Mission from 2006 to 2012 – a statewide poverty eradication and women empowerment initiative that touched millions of lives. Under her leadership, Kudumbashree transformed into a vibrant grassroots movement, blending economic development with a human rights perspective. It created spaces for women to become active participants in local governance and development planning, redefining the contours of what community-driven change could look like.

Her deep involvement with livelihoods and empowerment continued when she took over as Chief Operating Officer of the National Rural Livelihoods Mission under the Ministry of Rural Development at the Centre. There, she focused on scaling similar participatory development models across India, reinforcing her reputation as a bureaucrat with heart.

ARCHITECT OF PARTICIPATORY GOVERNANCE

Between 2014 and 2016, as Joint Secretary in the Ministry of Panchayati Raj, Muraleedharan played a key role in conceptualising and promoting Gram Panchayat Development Plans (GPDP). These plans emphasized citizen participation through gram sabhas, anchoring democracy at its most grassroots level. Her work laid the groundwork for people-centric planning that is still echoed in rural policy discourses today.

A VOICE FOR CULTURE AND INNOVATION

Muraleedharan’s career trajectory also embraced diversity beyond administrative reform. As the Director General of the National Institute of Fashion Technology (NIFT), she oversaw a significant curriculum overhaul and anchored strategic initiatives like national sizing surveys, trend research, and design incubation programs. Her leadership at NIFT demonstrated her ability to adapt and innovate, even in spaces not traditionally associated with IAS officers.

Back home in Kerala, she held influential positions such as Secretary of Cultural Affairs and Social Welfare. She also led the Modernising Government Programme and served as Director of Scheduled Caste Development, Commissioner of Rural Development, and District Collector of Trivandrum. In every role, her commitment to inclusive governance remained a constant.

FACING THE SHADOW OF COMPARISON

Despite her rich and varied contributions, Sarada Muraleedharan’s historic appointment has not been without controversy. After she succeeded her husband as Chief Secretary, online commentary emerged comparing her leadership to his – some even using colourist and gendered metaphors. One remark insinuated that her tenure was “as black as her husband’s was white” – a statement that hurt herdeeply.

In a now-deleted Facebook post, she candidly reflected on how the comment cut deeper than most. She later reposted her thoughts, choosing to confront the bias. “It was about being labelled black (with that quiet sub-text of being a woman), as if that were something to be desperately ashamed of,” she wrote. She questioned the vilification of the colour black, turning it into a powerful metaphor for identity, energy, and quiet strength.

She shared a memory from her childhood – asking her mother if she could be born again, this time “all white and pretty.” That moment stayed with her. For years, she admits, she internalized the notion of inferiority associated with dark skin. But it was her children who taught her to see the strength and beauty in her identity, inspiring her to challenge those old narratives.

SHAPING A MORE INCLUSIVE FUTURE

Sarada Muraleedharan’s tenure as Chief Secretary is not just a personal milestone, but a symbolic one for Kerala’s bureaucracy. With interests rooted in women’s empowerment, poverty reduction, and social equity, she continues to champion policies that leave no one behind.

As she steers Kerala’s administration through challenging times, Muraleedharan is not just leading by position but by purpose. Her story serves as a reminder that power need not be loud to be transformative – and that sometimes, the most radical act is simply owning one’s place at the table, unapologetically.
