New Delhi: The Department of Personnel and Training (DoPT) has approved a fresh set of appointments under the central staffing scheme, assigning four officers from different services to key positions in the Union government. The latest postings include appointments in the Department of Expenditure, Department of Public Enterprises, and Department of Economic Affairs, all of which play critical roles in India’s financial administration and policy execution.

The appointments involve officers from the IAS, IRS and Indian Ordnance Factory Service (IOFS), with tenures ranging from four to five years.

Debapriya Bardhan Appointed Director in Department of Expenditure

Debapriya Bardhan, a 2012-batch IAS officer of the Tripura cadre, has been appointed as Director in the Department of Expenditure, Delhi, for a period of five years.

  • According to the DoPT order, the appointment has been approved under the central staffing scheme from the date of assumption of charge or until further orders, whichever is earlier.
  • Before moving to the Centre, he served as District Magistrate and Collector of North Tripura District, where he handled district administration, law and order, welfare schemes and development coordination.

His appointment to the Department of Expenditure places him in one of the most important financial decision-making departments under the Ministry of Finance.

Rashmi Appointed Deputy Secretary in Department of Expenditure

Rashmi (IRS-C&IT:2013) has been appointed as Deputy Secretary in the Department of Expenditure, Delhi, for four years.

She was recommended for central deputation by the Department of Revenue.

The DoPT order states that her tenure will begin from the date of taking over charge and remain valid for four years or until further orders.

Pradeep Kumar Appointed Deputy Secretary in Department of Public Enterprises

Pradeep Kumar (IOFS:2013) has been appointed as Deputy Secretary in the Department of Public Enterprises, Delhi, for four years.

  • He was recommended for central deputation by the Department of Defence.
  • The competent authority approved his appointment under the central staffing scheme for four years from the date of joining.

Umme Fardina Adil Appointed Deputy Secretary in Department of Economic Affairs

Umme Fardina Adil (IRS-IT:2013) has been appointed as Deputy Secretary in the Department of Economic Affairs for a period of four years.

  • She was recommended for central deputation by the Department of Revenue.
  • According to the DoPT notification, her tenure will run from the date she assumes charge or until further orders.

Her appointment comes at a time when the department is managing major economic policy transitions.

Why These Appointments Matter

This round of appointments shows the Centre’s continued use of officers from diverse services in financial governance roles.

The four appointments cover:

  • expenditure management
  • economic policy
  • enterprise oversight
  • public finance administration

Together, they strengthen administrative capacity in departments central to fiscal governance.

Appointments Under Central Staffing Scheme

The central staffing scheme allows officers from All India Services and Group A services to serve in Union ministries for fixed tenures.

These appointments typically range from:

  • four years
  • five years
  • or until further orders

This system ensures experienced officers from states and technical services contribute to national policymaking.
