How This DM Got Resolved 45,000 Pending Court Cases in Just Three Months!

In the agrarian district of Basti situated along the fertile plains of the Saryu River in Uttar Pradesh, where the scent of crops like sugarcane, banana, paddy wheat, and mustard fill the air, a remarkable tale of administrative prowess unfolded with the arrival of IAS officer Andra Vamsi. 

Passionate and resolute, the officer took up the challenge of addressing the long-standing issue of pending court cases, specifically focusing on revenue-related matters.

In an exclusive conversation with Indian Masterminds, Mr. Vamsi shared more details about the same.

NEED FOR ACTION

With land holdings of 2-3 acres, numerous disputes take place among landholders, mostly owing to the demarcation of the land cost issue, division of land between joint owners, map correction with adjoining lands, title declaration between successors, mutation works, and encroachment of government or riverine lands.

Upon taking charge, Mr. Vamsi wasted no time in setting the wheels in motion. He issued clear instructions to all levels of the administration, including Sub-Divisional Magistrates (SDM), Additional District Magistrates (ADM), Chief Revenue Officer, and Consolidation Officers across the four tehsils of the district.

“My directive was simple – I wanted all the cases older than one year resolved without any delay,” stated Mr. Vamsi.

CALL TO ACTION

The officer had a clear objective – to ensure that cases pending in administrative courts for several years were addressed daily, with timely resolutions. Recognizing that 48,000 cases were languishing in the system, Mr. Vamsi initiated a campaign urging officers to actively participate in court proceedings, ensuring swift decisions on cases that had been lying stagnant for years.

“We also came across incidents where even after the case was disposed, there was a habit of restoring it and further litigating it with new facts. If the new facts seemed reasonable, we would entertain the restoration. People then started resorting to re-restorations. I decided to keep a bar on that, and until and unless a case seemed actually genuine, we would not take the restoration further,” the officer told Indian Masterminds.

ABSCONDING AND RESTORING

During the trials, the officer also noted that many active cases were pending because the parties involved in the dispute were not present in the court for years. There were also many clients who were not appearing in the court despite repeated notices and summons.

“So, we took a call and announced these people as ‘absconding’ which further led to a majority of things. If the council was not present, we had the discretion to talk to the people directly, go to the field and do a summary trial also, which proved beneficial for restoration of cases as it helped us to note down reports and file cases on time,” shared Mr. Vamsi.

The officials responded earnestly, and within a mere three months of assuming office as the District Magistrate, Mr. Vamsi accomplished an extraordinary feat of getting a staggering 45,000 cases cleared.

POSITIVE IMPACT ON COMMUNITIES

The rapid disposition of cases had a profound impact on the community. Thousands of families directly benefited from the resolution of disputes, leading to a considerable reduction in unnecessary conflicts in villages.

The figures recorded in court now stand as a testament to the success of this initiative, bringing relief not only to the affected individuals but also to law enforcement and the overall administration.

GOVERNMENT-LEVEL RECOGNITION

Mr. Vamsi’s initiatives have not gone unnoticed at the government level. His distinct identity, tough nature, quick decision-making, and strong administrative skills have earned him recognition as one of Uttar Pradesh’s sharp administrative officers.

The success of his unique approach in Basti district is now being lauded as a model that could be replicated across the state, potentially eliminating the root causes of major disputes.
