Artika Shukla, the District Collector of Alwar, Rajasthan, is not your typical civil servant. Born on September 5, 1990, in Varanasi, Uttar Pradesh, into a family deeply involved in public service and education, her path reflects curiosity, adaptability, and a drive to create impact. Her father, Dr. Brijesh Shukla, a prominent physician and Secretary of the Indian Medical Association (IMA), and her mother, Leena Shukla, a homemaker, provided a nurturing environment. She has two brothers, Gaurav Shukla, an IAS officer of the 2012 batch, and Utkarsh Shukla, serving in the Indian Railway Traffic Service, showing that public service runs in the family.
A MEDICAL MIND TURNS TO PUBLIC SERVICE
Artika’s schooling at St. John’s School in Varanasi laid the foundation for her academic excellence. She pursued MBBS from the prestigious Maulana Azad Medical College in Delhi, graduating in 2013, and began an MD in Pediatrics at PGIMER, Chandigarh. However, during her medical studies, she felt a call towards the larger public good and decided to take the UPSC Civil Services Examination, a choice that would change the course of her life.
Without any formal coaching, Artika appeared for the UPSC exam in 2015 and secured an impressive All India Rank 4 in her very first attempt, immediately placing her among the top civil servants of her batch.
THE ADMINISTRATIVE JOURNEY BEGINS
After joining the 2016 batch of the IAS in the Rajasthan cadre, she trained at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, where she met fellow officer Jasmeet Singh Sandhu. Their shared experiences at the academy turned into a partnership, and the couple married in 2017.
Artika’s early postings saw her take charge as Collector and DM of Khairthal-Tijara and Dudu. She earned recognition for hands-on leadership and an ability to get results quickly, earning the respect of colleagues and citizens alike.
CHANGING THE FACE OF ALWAR
In 2024, Artika took charge as the District Collector of Alwar. Within months, her initiatives made headlines. Under her guidance, the city made remarkable progress in sanitation, climbing to 4th position in Rajasthan and 54th nationally in Swachh Survekshan 2024-25, a leap from its previous rankings.
Another area of focus was environmental conservation. During a survey around Sariska, 50,000 Bighas of previously unsurveyed land were identified as forest land. Thanks to her proactive steps, this land was officially included in revenue records, safeguarding it for the future.
LIFE BEYOND THE DESK
Though her work schedule is demanding, Artika balances her personal life with her professional commitments. Married to Jasmeet Singh Sandhu, she shares a life of service and learning with her partner, both dedicated to improving the lives of citizens.
