THE DOCTOR WHO CHOSE THE CIVIL SERVICES

Born on 17 November 1968, Sharat Chauhan’s early years remain largely away from the public eye. But what is known paints the picture of a man who refused to stay confined within predictable boundaries. After completing his MBBS from Berhampur University’s MKCG Medical College, he pursued a medical career briefly before realizing that his real interest lay in the structures that decide public health itself: policy, planning, and governance.

His decision to prepare for the civil services marked a turning point. Clearing the prestigious UPSC examination, he joined the Indian Administrative Service in 1994, allotted to the AGMUT cadre. His medical roots, far from being left behind, became the foundation for a governance style grounded in scientific thinking and empathy.

Later, he would refine that understanding further by pursuing a Master’s in Governance and Development from the University of Sussex, UK, an academic leap that equipped him with a global perspective on administration.

YEARS OF LEARNING AND LEADERSHIP

The early chapters of Dr. Chauhan’s IAS career saw him serving in roles tied to Health and Family Welfare, where his background in medicine brought depth to his administrative approach. Those who worked with him often recall a calm but meticulous officer, one who valued data and human realities in equal measure.

Over the years, his responsibilities expanded. He moved into pivotal economic and planning positions that shaped the developmental policies of entire states.

In Arunachal Pradesh, he rose to become Principal Secretary for Finance, Planning & Investment, overseeing portfolios that also spanned Environment, Forest, and Health. His tenure saw him handling complex fiscal matters while keeping a close watch on social development indicators.

Colleagues remember his ability to connect across departments, moving seamlessly from discussions on fiscal deficits to debates on rural healthcare. His grounding in both medicine and governance allowed him to bridge the human and institutional sides of administration.

A NEW CHAPTER IN PUDUCHERRY

In February 2024, after decades of service across the diverse terrains of the AGMUT cadre, Dr. Sharat Chauhan was appointed Chief Secretary of Puducherry. The order came from the central government and took effect on 20 February 2024, marking the beginning of a new chapter in his administrative life.

As Chief Secretary, he now oversees crucial departments including Cabinet and Confidential Affairs, Home, Administrative Reforms, Vigilance, and the Enforcement Cell. His mandate extends beyond day-to-day governance; it is about reforming processes, strengthening transparency, and ensuring that Puducherry’s governance keeps pace with its people’s aspirations.

Barely a few months into his tenure, he was also given the additional charge of Chief Vigilance Officer, reinforcing his position as the government’s central pillar for both administration and integrity.

A LEADER IN THE PUBLIC EYE

While many bureaucrats work quietly behind closed doors, Dr. Chauhan often steps into the public arena, speaking at official events, addressing government staff, and encouraging civic participation.

At a Swachhata Hi Seva campaign, his speech emphasized that true cleanliness goes beyond streets and buildings; it lies in systems that are transparent and accountable. He has been seen engaging with ministers, community representatives, and youth organizations, reflecting an approach that blends policy direction with personal involvement.

Those who have interacted with him describe him as composed and measured, with an understated sense of discipline. His decisions, they say, come after careful listening, a habit perhaps honed from his years as a doctor, when diagnosis required patience more than prescription.

Despite holding one of the most powerful administrative positions in the Union Territory, Dr. Sharat Chauhan remains largely private.
