The Smuggler’s Web: How SSP Dayama Harish Kumar Disrupted a Cross-Border Drug Cartel

Late one evening in Gurdaspur, as shadows lengthened across the Indo-Pak border, a quiet buzz of activity filled the district police headquarters. A dossier sat on SSP Dayama Harish Kumar’s desk, its pages a chilling proof of the sprawling network of a smuggler who had evaded capture for years. This wasn’t an ordinary case. The suspect was not just a trafficker but a kingpin with links stretching across the border, facilitating the movement of over 250 kilograms of heroin, firearms, and millions in drug money.

For Kumar, a 2014-batch IPS officer of the Punjab cadre, the stakes couldn’t be higher. Gurdaspur, a region notorious for cross-border smuggling, demanded nothing less than precision and grit from its police force. And Kumar, now the district’s Senior Superintendent of Police, was determined to break the cycle of crime.

“Smugglers like him thrive on loopholes in the system. They think they’re untouchable. But no one is beyond the reach of the law,” Kumar said, leaning into the weight of the case that would take months of careful manoeuvring to crack.

TRACKING A NETWORK BUILT ON SECRETS

The operation to bring down the smuggler started with whispers—scattered intelligence reports hinting at suspicious activities. Piecing together the puzzle, Kumar and his team worked tirelessly to map out the smuggler’s operations.

This wasn’t just about tracking one man. The kingpin operated through a labyrinth of couriers, financiers, and overseas contacts, some based in Pakistan. With the NDPS Act’s preventive detention provisions in their arsenal, Kumar and his team knew they had a narrow path to walk. The suspect’s activities had to be documented meticulously, as the law demanded ironclad evidence before preventive detention could be enacted.

“We prepared a dossier that left no room for doubt. This involved gathering intelligence, verifying the suspect’s links to earlier recoveries, and even identifying his connection to other arrests, including his son, who had been apprehended a year earlier for similar crimes,” he told Indian Masterminds.

A GAME OF CAT AND MOUSE

Despite previous arrests, the suspect had used every trick in the book to remain active. With fake passports and access to illegal routes through Nepal, Dubai, and Canada, he slipped away from law enforcement multiple times. His audacity was matched only by his cunning—an intricate web of accomplices shielded his operations from scrutiny.

“Drug trafficking is not just a crime; it’s an assault on society. The damage they cause is incalculable,” Kumar reflected. As the investigation deepened, the team uncovered startling details. The smuggler had facilitated the movement of not only drugs but also firearms, including Glock pistols, to fuel violence in the region.

THE OPERATION’S CLIMAX

After nearly a year of relentless work, the case was finally ready to move forward. The dossier was presented to Punjab’s Anti-Narcotics Task Force for a rigorous review. Every detail was scrutinized, translated into English for legal clarity, and submitted to the Home Department’s screening committee.

With approvals in hand, Kumar and his team executed the arrest. The smuggler, caught off-guard by the sudden move, was informed of his detention in his native language and swiftly transferred to a high-security facility. “It was a moment of satisfaction, not just for the team but for the people who suffer because of such crimes,” Kumar noted.

A SMUGGLING NETWORK IN TATTERS

The arrest dealt a significant blow to the smuggling network in Gurdaspur. Over ₹37 lakh in drug money was recovered, and critical connections with Pakistan-based operatives were disrupted. More importantly, the arrest sent a clear message to other smugglers operating in the region: the law was closing in.

For Kumar, it was a victory rooted in teamwork and the careful application of preventive laws like the NDPS Act. “This isn’t the end, but it’s a strong step forward. The fight against smuggling is ongoing, and every success strengthens our resolve,” he said.

As the dust settled on the operation, the people of Gurdaspur could breathe a little easier, knowing that the man behind the curtain had finally been brought to justice. For SSP Dayama Harish Kumar, it was another battle won in the unrelenting war against crime.
