IAS officer Ruchika Chauhan, from the 2011 batch of the Madhya Pradesh cadre, is redefining leadership in Gwalior. One of her most impactful initiatives is the Shakti Didi program, which has successfully placed women in employment at petrol pumps – an industry traditionally dominated by men.
“When we first proposed hiring women at fuel stations, there was hesitation from pump owners,” Chauhan told Indian Masterminds. “They were unsure whether women could handle the work. But today, those same owners are demanding more female workers.”
The program has empowered numerous women, including widows and those abandoned by their families, by offering them stable jobs and financial security. This shift has not only changed lives but also reshaped societal perceptions about women’s roles in the workforce.
ECONOMIC INDEPENDENCE FOR WOMEN
Beyond Shakti Didi, Ms. Chauhan who is the first female DC of Gwalior,is spearheading the establishment of an exclusive women-led industrial park, a first-of-its-kind initiative in the region. This park aims to provide women entrepreneurs with dedicated infrastructure and support to scale their businesses.
“We are working with local women entrepreneurs to create an industrial space where they lead, innovate, and drive economic progress,” she says. The plan has already been made and is under discussion.

REVIVING GWALIOR’s INDUSTRIAL LEGACY
Gwalior once thrived as a major industrial center, but its prominence declined over time. Chauhan is determined to reverse this trend by attracting large-scale investments. Under her leadership, the city secured ₹25,000 crores in investments at the Madhya Pradesh Global Investor Summit.
With improved air connectivity and a well-developed road network, Gwalior has strategic advantages. “With Delhi just three hours away by road and an expanded airport, we are positioning Gwalior as a prime destination for industries,” she highlights.
GREEN INITIATIVES
Environmental conservation is another of Chauhan’s key focus areas. She has launched a city forest project, starting with the revitalization of Alapur Hill. This project aims to increase green cover, improve air quality, and create a serene space for residents.
“We are developing urban forests to ensure that Gwalior remains a healthy and livable city for future generations,” she states.
HEALTHCARE FOR WOMEN
Chauhan’s tenure is marked by her efforts to uplift marginalized communities. In healthcare, she is tackling maternal and infant mortality, which remains a significant challenge in Madhya Pradesh. Through proactive interventions, her administration ensures that pregnant women receive regular health check-ups, nutritional aid, and medical support.
“Our goal is to provide comprehensive healthcare to every pregnant woman, ensuring safe deliveries and healthy infants,” she emphasizes.
TOURISM REVIVAL
Despite its rich cultural history, Gwalior’s tourism sector has not reached its full potential. Chauhan is working to change that by improving visitor experiences, enhancing infrastructure, and promoting both the city’s historical sites and rural tourism. Recognizing the charm of Gwalior’s countryside, she is encouraging sustainable tourism initiatives that highlight local traditions, crafts, and village life.
“Gwalior has a treasure trove of heritage, and we are making conscious efforts to boost tourism – both in the city and in rural areas – to showcase its rich legacy and cultural vibrancy,” she explains.
