It has been almost 11 years since the dispute over the seniority of PCS officers was settled. The seniority dispute between PCS officers appointed and promoted by direct recruitment was going on since the year 2011. The government gave promoted pay scales to the officers, but deprived them of promotion.
In view of the shortage of PCS officers on the formation of a separate Uttarakhand state, the government had made the Tehsildar and the caretaker Tehsildars the sub-district magistrates by giving ad-hoc promotions.
16 PCF officers including Yogendra Yadav, Uday Raj Singh, Dew Krishna Tiwari, Umesh Narain Pandey, Rajendra Kumar, Lalit Mohan Rayal, have been promoted to the rank of IAS.
