Chandigarh: The suicide of Additional Director General of Police (ADGP) Y. Puran Kumar, a 2001-batch IPS officer of the Haryana cadre, has sent shockwaves through the state’s administrative and police machinery. A chilling 8-page suicide note recovered from his residence has named eight IPS and two IAS officers, accusing them of sustained harassment, discrimination, and pressure throughout his career.
Kumar, who shot himself with a service revolver at his official residence in Sector 11, Chandigarh on October 7, left behind both a will dated October 6 and a suicide note dated October 7, raising questions about the chronology and intent. Forensic teams are currently examining the ink, handwriting, and timestamps of both documents.
Serious Allegations in Suicide Note
In the suicide note, Y. Puran Kumar accused several senior officers—including a former Director General of Police (DGP)—of caste-based discrimination, biased Annual Confidential Reports (ACRs), denial of housing benefits, and arbitrary administrative decisions. The note also mentioned systemic sidelining, neglect of complaints, and favoritism in postings.
Kumar stated that he had bequeathed all his property to his wife, IAS officer Amneet Kumar, in the will. At the time of the incident, she was accompanying Haryana Chief Minister Nayab Singh Saini on an official visit to Japan.
From Rohtak IG to ‘Punishment Posting’
On September 29, Y. Puran Kumar was transferred from the post of IG Rohtak Range to IG, Police Training College (PTC), Sunaria, a move considered by many within the department as a punitive transfer. Sources claim that he was on leave following this transfer and deeply upset by recent developments, including an unpublished FIR allegedly filed against him on October 6 at Rohtak’s Urban Estate police station.
Officials have refused to comment on the FIR, and it has not been uploaded to public databases, further raising suspicions about procedural irregularities.
Past Legal Battles and Allegations of Bias
Kumar had a long-standing record of challenging administrative actions he believed to be unjust. In July 2020, he publicly accused then-DGP Manoj Yadava of caste discrimination and personal vendetta. He also alleged bias in a report submitted by Home Department Additional Chief Secretary Rajiv Arora.
Over the years, Kumar had filed multiple petitions in the Haryana High Court, questioning transfers, denial of official accommodation, and unauthorized creation of posts without Finance Department approval. In 2024, he lodged a complaint against then-DGP Shatrughan Kapoor for alleged violations of transfer norms.
He also expressed concern over promotion delays and lack of vehicle allocation, particularly for officers belonging to Scheduled Castes (SC).
Extortion Case Adds to Complexity
Adding another layer to the controversy, PSO Sushil Kumar, who served with Y. Puran Kumar for five years, was recently arrested in an extortion case involving liquor contractor Praveen Bansal. Bansal claimed he was pressured in June-July to pay a monthly bribe of ₹2.5 lakh. When he refused, he was allegedly harassed.
In an audio clip that surfaced later, Sushil is heard negotiating the alleged bribe. During interrogation, Sushil named Y. Puran Kumar as being involved. Although an FIR was filed, no official notice had been issued to the IPS officer before his death.
Final Moments and Discovery
On the morning of October 7, Kumar reportedly shot himself while seated on a sofa in the movie room of his home. He was dressed casually in a lower and T-shirt. His daughter, who had gone out for breakfast, discovered the body upon returning home and immediately informed her uncle, an MLA from Punjab.
Police recovered the suicide note from his pocket. Investigators noted the absence of his personal laptop, raising questions about possible tampering or removal of evidence. A different laptop, claimed by the daughter, was found at the scene.
