Guwahati: In a significant action against corruption in the bureaucracy, Assam Civil Service (ACS) officer Nupur Bora was arrested on Monday after the Chief Minister’s Special Vigilance Cell recovered unaccounted wealth worth nearly ₹2 crore from her residences in Guwahati and Barpeta. Bora is accused of possessing assets disproportionate to her known sources of income and alleged involvement in illegally transferring land in Barpeta district.
Raids Yield Huge Cash and Jewellery Haul
During early morning raids on September 15, the vigilance teams recovered:
- ₹92.5 lakh in cash
- Gold and diamond ornaments worth ₹1.5–2 crore
- ₹10 lakh more from her rented house in Barpeta
Details of two bank lockers suspected of holding additional valuables
The raids were conducted at her official residence in Gotanagar, Guwahati, and at her rented accommodation in Barpeta, where she was previously posted.

Under Surveillance for 6 Months
Chief Minister Himanta Biswa Sarma, reacting to the arrest, confirmed that Nupur Bora had been under surveillance for six months following complaints of corruption and suspicious land deals. The surveillance was initiated after allegations that she misused her powers to illegally transfer land belonging to Hindu families in Barpeta to questionable individuals.
“She was under our radar for some time. We acted after gathering solid evidence. The seized assets show she has amassed wealth 400% more than her known sources of income,” CM Sarma said on Tuesday.

Connection to Lat Mandal Surajit Deka
The vigilance cell also raided the residence of Surajit Deka, a Lat Mandal working in the Barpeta Revenue Circle and considered close to Nupur Bora. He is accused of purchasing land using her influence. Deka has also been taken into custody as part of the probe.
Allegations and Ongoing Investigation
The state vigilance team has registered Case No. 25/2025 in connection with the disproportionate assets case. Bora allegedly used her official position to:
- Facilitate illegal land transfers
- Accept bribes and kickbacks
- Accumulate unexplained wealth over her six-year government career
CM Sarma made it clear that disciplinary action will not be limited to suspension or dismissal, but that his government will seek the strictest punishment under the law.

CM Sarma also made a direct appeal to the public:
“If any government officer demands bribe, report them immediately to the police or to my vigilance cell. We are committed to eradicating corruption from public service.”
