New Delhi: In a significant step towards strengthening Assam’s renewable energy portfolio, Chief Minister Himanta Biswa Sarma inaugurated the 70 MW Dhubri Solar Power Project developed by SJVN Green Energy Limited (SGEL) on Thursday. The project, located at Khudigaon Pt-II in Dhubri district, is set to become a key contributor to clean energy generation in the North Eastern region.
Strategic Development and Project Details
The solar plant has been developed on 330 acres of land leased from Assam Power Distribution Company Limited (APDCL) for 28 years. It was awarded to SGEL through a tariff-based competitive bidding process in February 2023 at a tariff of Rs 3.92 per unit, with an EPC cost of Rs 367.44 crore.
Designed to achieve a capacity utilisation factor of 23 percent, the plant is expected to generate 141.13 million units of electricity in its first year. Over its 25-year operational lifespan, it is projected to produce approximately 3,230 million units of clean electricity, reducing carbon emissions by around 1.58 lakh tonnes.

Economic and Employment Benefits
The Dhubri Solar Power Project is expected to create significant direct and indirect employment opportunities during both construction and operations. The initiative is also poised to strengthen Assam’s power infrastructure, ensuring a more reliable and sustainable energy supply for the region.
This project marks Assam’s first large-scale solar power project and represents SJVN’s first operational project in the North Eastern Region. The foundation stone for the plant was virtually laid by Prime Minister Narendra Modi in March 2024, underscoring its strategic importance in India’s renewable energy roadmap.
