Assam Govt Transfers 17 IPS and APS Officers Ahead of Assembly Elections, Dr Robin Kumar Moves to Darrang as SSP

Dispur: The Government of Assam on Monday carried out a major reshuffle in the state police administration, transferring and posting 17 Indian Police Service (IPS) and Assam Police Service (APS) officers ahead of the upcoming Assembly elections.

According to an official order issued by the Assam Home (A) Department, the transfers take effect from the date officers assume charge, with all officials directed to join their new postings on or before March 5.

Key IPS-Level Transfers

Among the prominent changes –

  • Dr Robin Kumar, IPS (RR-2013), currently Director of the Directorate of Forensic Science, Assam, Kahilipara, Guwahati, has been transferred and appointed as Senior Superintendent of Police (SSP), Darrang. He succeeds Hemanta Kumar Das, APS, who has been transferred.
  • Mohan Lal Meena, IPS (RR-2016), SSP Bongaigaon, has been posted as Director, Directorate of Forensic Science, Assam, Kahilipara, Guwahati, replacing Dr Robin Kumar.
  • Pankaj Yadav, IPS (RR-2017), SSP (V&AC-G), Assam, Srimantapur, Guwahati, has been appointed SSP, Bajali, succeeding Suman Chakraborty, APS.
  • Partha Protim Das, IPS (RR-2018), SSP Cachar, has been transferred as SSP Nagaon, replacing Swapnaneel Deka, APS.
  • Somalin Subhadarsini, IPS (RR-2019), Commandant APTC Dergaon, has been appointed Principal, Lachit Barphukan Police Academy, Dergaon, Golaghat, with additional charge of ERSS (112), replacing Papori Chetia, APS.

APS Officers See Major District-Level Changes

Several APS officers were also reassigned across districts and commissionerates:

  • Hemanta Kumar Das, APS, has been posted as SSP (V&AC-G), Assam, Guwahati.
  • Swapnaneel Deka has been transferred as SSP Dhemaji, replacing Hitesh Ch Ray.
  • Singha Ram Mili, SSP South Salmara, has been appointed Commandant, 1st AFPF Battalion, Basistha, Guwahati, replacing Balin Deuri.

Further changes include

  • Hitesh Ch Ray posted as Commandant, APTC, Dergaon.
  • Numal Mahatta, DCP (West), Guwahati, appointed SSP Bongaigaon.
  • Sanjib Kumar Saikia, SSP Kamrup, posted as SSP Cachar.
  • Tabu Ram Pegu, APS (DR-2004), moved from SSP Tamulpur to DCP (East), Guwahati Police Commissionerate, replacing Mrinal Deka.

Mrinal Deka has been appointed SSP South Salmara.

Suman Chakraborty has been posted as SSP Tamulpur.

Additionally:

  • Balin Deuri appointed DCP (West), Guwahati.
  • Subhasish Baruah, SSP Sivasagar, transferred as SSP Kamrup.
  • Papori Chetia posted as SSP Sivasagar.

Administrative Reorganisation Before Polls

The reshuffle is seen as a strategic administrative reorganisation ahead of the Assembly elections, aimed at ensuring effective law enforcement management and smooth conduct of the electoral process across districts.

With 17 officers transferred and key positions filled at district, battalion, forensic, and police academy levels, the move signals a comprehensive recalibration of the state’s policing framework.
