Guwahati: In a key bureaucratic reshuffle, the Assam Government has assigned Kumar Padmapani Bora, an IRS officer of 2009 batch, with additional responsibilities while relieving him from his current role in the Tourism Department.
According to an official order, Mr Bora, who was serving as Commissioner & Secretary – Tourism Department and Project Director, Assam Infrastructure Financing Authority, as well as Managing Director of Assam Tourism Development Corporation (ATDC) and CEO, MMS-CMSGUY, has been relieved from his role in the Tourism Department.
New Assignments and Continuity in Key Roles
As per the latest transfer order, IRS Bora will now serve as:
- Managing Director, ATDC
- Project Director, Assam Infrastructure Financing Authority
- CEO, Mukhya Mantri Samagra Samridhi Yojana (MMS-CMSGUY)
- Commissioner & Secretary – Information & Public Relations (IPR) and Printing & Stationery Department (as additional charges)
This reshuffle reflects the government’s strategy to streamline leadership across key development and communications departments, placing responsibility on trusted senior officers.
Tourism Charge Relinquished
With this transfer, Bora is officially relieved from the charge of Commissioner & Secretary – Tourism Department, Assam. His exit from the tourism portfolio comes at a time when the state is aiming to revamp its tourism strategy post-pandemic through infrastructure investments and branding efforts.

Mr Bora is a senior officer of the Indian Revenue Service (IRS) and has held several key positions in Assam’s administrative machinery. Known for his strong project management skills, he continues to lead MMS-CMSGUY, a flagship welfare and infrastructure initiative under the Assam Government.
His continued leadership in ATDC and infrastructure financing suggests the government’s focus on sustained investment in tourism and infrastructure, even as portfolio adjustments take place.
