Jammu: In a moment of pride for Jammu and Kashmir, Atal Dulloo, the Chief Secretary of the Union Territory, is set to feature at the top of the Civil List 2026 for the AGMUT cadre IAS officers. According to sources with Cross Town News, preparations for the publication of the Civil List 2026 are underway, with details expected to be collected by December 15, 2025, and the list to be released shortly thereafter.
In the 2025 AGMUT Civil List, Atal Dulloo was ranked second, but since July 1, 2025, he has become the senior-most IAS officer in the joint AGMUT cadre, securing his position at the top in the upcoming list.
Before his current role, Dulloo served as Secretary, Border Management, Government of India, further strengthening his credentials in national governance.
Early Life and Education
Atal Dulloo, born on October 24, 1966, in Jammu & Kashmir, holds a B.Tech in Civil Engineering, where he not only excelled academically but also received a Silver Medal for outstanding performance.
At the age of 22, Dulloo cleared the UPSC Civil Services Exam in 1989, beginning a distinguished career in the Indian Administrative Service (IAS). His academic foundation and early success in one of India’s most competitive exams paved the way for decades of public service.
