New Delhi: The Government of India has entrusted Sarvanan Mannai Pathakkam, currently serving as Chief Vigilance Officer (CVO) of Bharat Electronics Limited (BEL), with the additional charge of CVO at Hindustan Aeronautics Limited (HAL). The appointment will be effective for six months or until a regular appointment is made, whichever is earlier, according to an official order issued on June 29, 2026.
Sarvanan Mannai Pathakkam Gets Additional Charge at HAL
The decision was approved by the Competent Authority based on a proposal from the Department of Defence Production. Pathakkam will take over the additional responsibilities from the date he assumes charge.
He will continue to serve as CVO of BEL, Bengaluru, while also overseeing vigilance functions at HAL, Bengaluru, one of India’s leading aerospace and defence manufacturing companies.
The arrangement ensures continuity in vigilance oversight at HAL until a permanent Chief Vigilance Officer is appointed.

Appointment Issued by DoPT
The official order was issued by the Department of Personnel and Training (DoPT) and signed by Annies Kanmani Joy. Copies of the order were also forwarded to:
- Central Vigilance Commission (CVC)
- Department of Defence Production
The government clarified that the additional charge will remain valid:
- For six months from the date of assumption of charge, or
- Until a regular CVO is appointed at HAL, or
- Until further orders, whichever is earlier
Who is Sarvanan Mannai Pathakkam?
Sarvanan Mannai Pathakkam is a 2000-batch officer of the Indian Postal Service (IPoS) and is currently serving as the Chief Vigilance Officer at Bharat Electronics Limited (BEL) in Bengaluru.
In his current role, he is responsible for:
- Vigilance administration and compliance
- Anti-corruption monitoring systems
- Internal governance and transparency frameworks
- Oversight of ethical and regulatory practices within BEL
With his new additional charge at HAL, he will now extend similar vigilance oversight responsibilities to one of India’s most critical defence PSUs.

The government’s decision aims to ensure:

- Strong oversight of procurement and defence-related operations
- Prevention of administrative gaps during transition
