Bihar Cabinet Approves PPP Model for 16 Medical Colleges; Clears 17 Key Proposals

Bihar Cabinet has approved the PPP operation of 16 medical colleges, a Sports Science Centre, BISF land allocation, Heli-Tourism and several infrastructure and governance initiatives.

Patna: In a major push to strengthen Bihar’s healthcare, sports and public infrastructure, the state Cabinet on Wednesday approved the operation of 16 newly built and under-construction medical colleges and hospitals under the Public-Private Partnership (PPP) model. The decision was among 17 proposals cleared at the Cabinet meeting chaired by Chief Minister Samrat Choudhary.

The Cabinet also approved Bihar’s first Sports Science Centre, land allocation for the Bihar Industrial Security Force (BISF), funding for the Har Ghar Tiranga Campaign 2026, and several measures related to tourism, education, judicial infrastructure and public welfare.

Additional Chief Secretary of the Cabinet Secretariat Department, Arvind Kumar Choudhary, announced the decisions during a press briefing in Patna.

16 Medical Colleges to Be Operated Under PPP

The Cabinet approved the operation of 16 brownfield medical colleges and hospitals, including a dental college, under the PPP model to improve healthcare delivery and medical education in the state.

Four institutions are already functional in Pawapuri, Rahui, Madhepura and Purnea, while construction is underway in Samastipur, Saran, Bhojpur, Madhubani, Vaishali, Buxar, Siwan, Begusarai, Sitamarhi, Jamui, Munger and Supaul.

To facilitate implementation, the government has issued a Letter of Agreement (LoA) to PricewaterhouseCoopers (PwC) and granted administrative approval of ₹8.27 crore.

First Sports Science Centre Gets Cabinet Approval

In another significant decision, the Cabinet approved the establishment of Bihar’s first Sports Science Centre (High Performance Sports Training and Injury Centre).

The proposed centre will provide scientific coaching, sports medicine, injury rehabilitation, nutrition support, psychological counselling and performance analysis for athletes. The government has sanctioned ₹4 crore for the project.

Land Cleared for Bihar Industrial Security Force

The Cabinet approved the free transfer of 43.98 acres of land in Rajauli, Nawada district, to establish the Bihar Industrial Security Force (BISF), aimed at strengthening industrial security in the state.

₹6.12 Crore for Har Ghar Tiranga Campaign

To celebrate Har Ghar Tiranga Campaign 2026, the Cabinet approved ₹6.12 crore for organising patriotic programmes across Bihar.

The campaign will include Tiranga rallies, exhibitions, awareness programmes, patriotic concerts based on the Vande Mataram theme and the ‘Selfie with Tiranga’ initiative.

Boost for Health, Tourism and Education

The Cabinet also approved recognition of GAMS degrees obtained up to 2003 for the recruitment of Ayurvedic Medical Officers through competitive examinations, following a Patna High Court ruling.

To strengthen administration at Bihar University of Health Sciences, six new posts have been created, including Deputy Registrar and Assistant Controller-level positions.

The state also approved ₹60 lakh per month under the Chief Minister Bihar Heli-Tourism and Air Tourism Service Scheme 2026 to operate helicopter services for tourists.

Other Major Approvals

  • Among the other important decisions were:
    Five acres of land in Piprakothi, East Champaran, to be leased for 30 years to establish a Kendriya Vidyalaya.
  • Creation of additional posts for NDPS special courts and SC/ST (Prevention of Atrocities) Act courts.
  • Administrative approval for Jamalpur and Munger water supply projects under AMRUT 2.0.
  • Deployment of 330 Home Guards in juvenile homes to strengthen security.

The latest Bihar Cabinet decisions reflect the government’s focus on expanding healthcare capacity, improving sports infrastructure, strengthening security, promoting tourism and enhancing public services. If implemented effectively, these initiatives are expected to improve access to quality healthcare, create new opportunities for athletes, modernise public infrastructure and support the state’s long-term development agenda.
