Patna: Bihar has launched applications for a Special Component Package Scheme for fish farmers from SC, ST and EBC communities, offering subsidies of up to 80% for pond construction and related fisheries infrastructure.
The scheme, being implemented for the financial year 2026-27 by the Dairy, Fisheries and Animal Resources Department, aims to provide financial and technical support to eligible fish farmers and help them expand their fisheries activities.
Up to 80% Subsidy for Pond Construction
The Bihar fish farming subsidy scheme has been divided into two major components, with different subsidy rates and unit costs.
Under the Pond Fisheries Special Assistance Scheme, financial assistance will be provided on a maximum unit cost of ₹10.10 lakh, with a subsidy of 70%.
The second component is the Plateau Area Pond Construction-Based Scheme. It provides an 80% subsidy on a maximum unit cost of ₹16.70 lakh.
At the maximum eligible cost, the 80% assistance can amount to ₹13.36 lakh per unit, subject to the scheme’s applicable conditions.
Both components require applicants to apply for a minimum 0.4-acre water area unit.

What the Special Package Covers
The assistance is not limited to pond construction. Eligible beneficiaries can receive package support for several components required for running a fish farming operation.
These include:
- Pond construction
- Boring pumpsets, submersible pumps and tubewells
- Solar pumpsets
- Fish farming inputs
- Shed construction
- Mechanical aerators
The package approach is intended to help farmers develop the basic infrastructure required for fisheries rather than providing support for only one activity.
Which Fish Farmers Can Apply?
The scheme is specifically aimed at fish farmers belonging to Scheduled Caste (SC), Scheduled Tribe (ST) and Extremely Backward Class (EBC) communities.
The Pond Fisheries Special Assistance Scheme will be available to eligible SC, ST and EBC fish farmers across all districts of Bihar.
The Plateau Area Pond Construction-Based Scheme has a more specific geographical coverage. It will be implemented for SC and ST fish farmers in selected plateau-dominated districts of southern Bihar.
These districts are:
Banka, Aurangabad, Gaya, Kaimur, Nawada, Jamui, Munger, Rohtas and Lakhisarai.
This district-specific component is designed around the geographical conditions of Bihar’s plateau regions.
Land Requirement for Applicants
Applicants must have suitable land for the proposed fisheries activity. The land should either be privately owned or held on a minimum nine-year lease.
Applicants will need to provide land-related documents along with their applications. These include an LPC (Land Possession Certificate), updated land revenue receipt or a lease agreement executed on a ₹1,000 non-judicial stamp paper.
The requirement is intended to establish the applicant’s right to use the land where the pond or other supported fisheries infrastructure will be developed.

Eligible fish farmers will need to submit supporting documents along with their online applications.
The required documents include:
- Bank account details and IFSC code
- Caste certificate
- Training certificate
- Aadhaar card
- Ration card or voter identity card
- Land ownership/lease documents
- Land map
The documents are required to be self-attested as specified under the scheme.

Interested fish farmers can apply online through the Bihar Fisheries Department portal.
Applications can be submitted through the department’s fisheries portal at fisheries.bihar.gov.in.
