Patna: Bihar’s paperless registration system is seeing a steady rise in adoption, with nearly 12,000 documents registered digitally during the first 15 days of September, generating more than ₹126 crore in revenue for the state government.
According to the Prohibition, Excise and Registration Department, around 1,000 documents are now being registered through the paperless system every day. The department expects this daily average to cross 1,500 in the coming week, signalling wider adoption of digital registration services across the state.
The development comes despite opposition from document preparers in different parts of Bihar, with the digital system continuing to see an increase in registrations.
Paperless Registration Launched in July
Bihar introduced the paperless registration facility in July 2026 as part of its efforts to digitise the registration process and reduce dependence on physical documents.
The system initially saw limited adoption, with around 1,200 documents registered during its first month. However, the numbers increased significantly in August, when more than 6,700 documents were registered through the paperless system.
The August registrations generated more than ₹85 crore in revenue, indicating a sharp rise in the use of the digital platform within just a few weeks of its introduction.
The continued increase in registrations in September suggests that more citizens are becoming familiar with the new process.

How Bihar’s Paperless Registration System Works
The digital registration process operates through the department’s e-Registration software, which brings several stages of the registration procedure onto a single digital platform.
The system allows users to prepare documents digitally and includes computer-based automatic calculation of registration fees. It also integrates services such as e-challan, e-stamp and Aadhaar-based e-signature.
These features are designed to simplify the registration process and reduce the amount of physical paperwork involved.
For citizens, the shift means that several registration-related steps can be completed digitally rather than requiring repeated visits to registration offices.
Citizens Can Access Services From Home
One of the key features of Bihar’s paperless registration system is the option to complete the process from home or through the nearest facilitation centre.
This can make registration services more accessible, particularly for citizens who may otherwise have to travel to government offices and depend heavily on physical documentation.
The department has said the digital system reduces the time required for registration and lowers dependence on paperwork. By bringing document preparation, fee calculation and other processes onto the digital platform, the system aims to make registration more convenient for applicants.
Facilitation centres also provide an alternative for people who may not have the required digital resources or familiarity with online services.
Daily Registrations Expected to Rise Further
The current pace of around 1,000 paperless registrations a day marks a significant increase compared with the first month of the initiative.
The department expects the figure to cross 1,500 daily registrations in the coming week, which would further strengthen the adoption of paperless registration in the state.
The rising numbers also point to a gradual shift in how citizens access registration-related government services. As more people become familiar with e-Registration and associated digital facilities, the system could reduce the administrative burden linked to traditional paperwork.
The revenue generated through the platform has also increased alongside registration volumes, with September already recording more than ₹126 crore in revenue during its first 15 days.
A Step Towards More Accessible Digital Governance
Bihar’s paperless registration initiative is part of the wider push to make government services faster, more accessible and less dependent on physical processes.
While the system is still in its early stages, the rise from around 1,200 registrations in July to more than 6,700 in August and nearly 12,000 in the first half of September shows growing use of the digital facility.
If the registration numbers continue to rise, the initiative could further reduce paperwork and physical visits for citizens while improving the efficiency of registration services across Bihar.
