Bihar IAS Transfer: 6 Officers Shifted, Key Divisional Commissioners Reassigned, Rajiv Roushan New Higher Education Secretary

Patna: In a significant administrative shake-up, the Bihar government has transferred five IAS officers and made key changes in divisional and departmental postings across the state. The reshuffle also includes appointments in three newly created departments by the Nitish Kumar government.

Divisional Commissioners Reassigned

The General Administration Department issued a notification on Thursday detailing changes in Divisional Commissioner positions.

Key appointments include –

  • 2010 batch IAS officer Rajiv Roushan, Saran Divisional Commissioner, appointed Secretary, Higher Education Department.
  • 2006 batch IAS Kaushal Kishore, Darbhanga Divisional Commissioner, posted as Secretary, Youth, Employment and Skill Development Department.
  • Avnish Kumar Singh, an IAS officer of 2010 batch and Munger Divisional Commissioner, given additional charge as Divisional Commissioner, Bhagalpur.
  • 2010 batch IAS officer Himanshu Kumar Rai, Bhagalpur Divisional Commissioner, transferred to Divisional Commissioner, Darbhanga.

New Department Secretaries Appointed

The Bihar government recently created three new departments: Higher Education, Youth, Employment and Skill Development, and Civil Aviation.

Appointments in these departments include –

  • 2011 batch IAS officer Nilesh Ramchandra Deore, Special Secretary in the Cabinet Secretariat Department, appointed Special Secretary, Civil Aviation Department, while continuing as Managing Director of Bihar Medical Services and Infrastructure Corporation Limited.
  • Ajay Yadav (IAS 2005) has been relieved from the Education Department. Avnish Kumar Singh (IAS 2010), Commissioner Munger, will hold additional charge of Bhagalpur Division.

The reshuffle also relieved the Secretary of the Prohibition, Excise and Registration Department, who was holding additional charge of the Education Department.

Bihar Administrative Service (Biprase) Officers Receive New Postings

Several Bihar Administrative Service officers have been given new responsibilities, including deputations to Delhi –

  • Megha Kashyap, Deputy Collector of Land Reforms in Mahnar (Vaishali), appointed Joint Director, New Delhi Municipal Council (NDMC).
  • Sunil Kumar, Settlement Officer, Buxar, appointed Private Secretary to Surendra Mehta, Minister for Animal and Fisheries Resources.
  • Sanjay Singh, sent on deputation to the Municipal Corporation of Delhi as Additional Deputy Commissioner/Joint Assessor and Collector.
  • Aditya Kumar Jha, Officer on Special Duty in the Finance Department, shifted to the same role in the Home Department.

Administrative Impact

This reshuffle marks a major realignment of key administrative positions in Bihar, reflecting the government’s efforts to streamline governance and strengthen newly formed departments. The appointments are expected to bring renewed focus on education, youth development, civil aviation, and regional administration.
