Bihar Legislative Council Passes 13 Key Bills on AI, Higher Education, Employment and Ease of Doing Business

New laws focus on private universities, AI and computer science education, engineering reforms, business growth, urban development and stronger governance systems in Bihar.

Patna: The Bihar Legislative Council has passed 13 important bills aimed at strengthening higher education, promoting technology-based learning, creating employment opportunities, improving business conditions, and enhancing administrative systems in the state.

The newly approved legislations include major reforms related to private universities, artificial intelligence (AI), engineering education, urban development, Panchayat Raj, crime control, prison reforms, and ease of doing business.

The Bihar government has described these initiatives as a major step towards improving education infrastructure, generating employment opportunities, and creating a more investor-friendly environment.

Focus on Strengthening Higher Education in Bihar

Among the key decisions, the Council approved the Bihar Private University (Amendment) Bill 2026 and the Bihar Specific University Bill 2026.

Higher Education Minister Sanjay Singh Tiger said the objective of these reforms is to provide quality higher education opportunities within Bihar so that students do not have to move to other states for advanced studies.

The government expects these measures to:

  • Improve access to quality education
  • Reduce migration of students to other states
  • Retain educational spending within Bihar
  • Create more academic opportunities for youth

AI and Computer Science University Bill Passed

The Legislative Council also approved the Dr. Shyama Prasad Mukherjee Artificial Intelligence and Computer Science University Bill 2026.

The initiative aims to promote education and research in emerging technology fields, including:

  • Artificial Intelligence
  • Computer Science
  • Digital technologies
  • Future-oriented skill development

The government believes that strengthening AI and technology education will help prepare students for modern employment opportunities.

Engineering and Technical Education to Get a Boost

Two important technical education-related bills were also passed:

  • Bihar Engineering University (Amendment) Bill 2026
  • Shaheed Jubba Sahni Architecture and Civil Engineering University Bill 2026

These measures are expected to improve engineering and architecture education in the state and provide more specialised learning opportunities for students.

The reforms are aimed at creating a skilled workforce aligned with industry requirements.

Bihar Ease of Doing Business Bill Approved

The Council also passed the Bihar Ease of Doing Business Bill 2026, aimed at improving the business environment in the state.

The legislation focuses on simplifying procedures and creating better conditions for entrepreneurs and industries.

Other business-related reforms include amendments related to:

  • Registration processes
  • Stamp regulations
  • Shops and establishments laws
  • Employment-related provisions

The government expects these steps to encourage investment and support economic growth.

Changes in Urban Development and Panchayat Administration

The Bihar Urban Development Bill 2026 and Bihar Panchayat Raj (Amendment) Bill 2026 were also passed.

These reforms are aimed at improving:

  • Urban governance systems
  • Local administration
  • Panchayat-level functioning
  • Development planning

The government said the changes will help strengthen administrative efficiency at local levels.

Crime Control and Prison Reforms Included in New Laws

The Legislative Council also approved two important law and order-related bills:

  • Bihar Prison and Correctional Services Bill 2026
  • Bihar Crime Control (Amendment) Bill 2026

These measures are intended to improve the criminal justice system, strengthen administrative control, and modernise correctional services in the state.
