Bihar’s New Paddy Playbook: Parboiled Rice in Every District, GPS Tracking on Roads

Bihar will produce parboiled rice in every district during Kharif Marketing Season 2026-27, with millers required to register by October 15 and follow electricity and GPS monitoring norms.

Patna: Bihar has decided to produce the maximum possible quantity of parboiled rice in every district during the Kharif Marketing Season 2026-27 under the decentralised procurement system.

The Food and Consumer Protection Department has started preparations for the upcoming paddy procurement season and has asked all rice mill operators to complete the required arrangements on time.

Miller Registration Open Till October 15

Online registration for rice millers willing to participate in the paddy procurement programme began on August 16, 2026, through the Bihar State Food and Civil Supplies Corporation’s e-Sahkari portal.

Millers can complete their registration until October 15, 2026. The department has urged all eligible mill operators to register within the deadline and ensure that their mills are ready to produce parboiled rice.

Direct Monitoring of Electricity Use

The government has made a working electricity connection mandatory for mills involved in paddy milling. Monthly electricity consumption details will be obtained directly from electricity distribution companies.

This will help authorities monitor milling operations through an independent source of data and improve accountability during the procurement season.

GPS Tracking for Paddy and Rice Transport

Transportation of paddy and rice will also come under stricter digital monitoring. As in the previous year, online registration, verification and GPS tracking of transport vehicles will remain mandatory.

Only GPS-enabled vehicles will be used for transporting paddy and rice. Vehicle documents will be verified through the Government of India’s Vahan-Sarathi portal.

The premises of participating rice mills will also be brought under geofencing, while vehicle movement will be monitored through the Bihar State Food Corporation’s Vehicle Tracking System (VTS).

Food and Consumer Protection Minister Ashok Choudhary said the measures will strengthen transparency and accountability in paddy procurement, milling and transportation. The government has taken these steps to ensure smoother procurement from farmers and better monitoring of the entire process.
