Patna: The Bihar state government is actively supporting meritorious students from backward (OBC) and extremely backward (EBC) classes by providing them free training for competitive examinations. To facilitate this, 38 recognized Pre-Examination Training Centers (PETCs) have been established across 36 districts of the state, benefitting thousands of eligible students.
These centers offer high-quality, free coaching for civil services (UPSC/BPSC), SSC, banking, railway, and other major competitive examinations. The initiative aims to provide students from disadvantaged backgrounds with equal opportunities to succeed in national and state-level competitive exams.
Comprehensive Training and Student Incentives
Each PETC center runs two batches of 60 students each, offering six months of rigorous coaching. Students maintaining 75% attendance are provided a monthly incentive of ₹3,000 to encourage consistent participation. The centers are equipped with digital study facilities, advanced libraries, and regularly conducted motivational and guidance sessions. Study materials aligned with competitive exam syllabi are provided free of cost, and experienced faculty ensure high-quality training for all enrolled students.
The initiative also emphasizes skill development, confidence-building, and holistic preparation, ensuring that students are not only academically ready but also mentally equipped to face competitive exams.

Eligibility and Admission Criteria
Admission to the PETC program is based on two parameters: performance in an entrance test and academic merit. Eligible candidates must meet the following criteria:
- Must be a permanent resident of Bihar
- Belong to backward (OBC) or extremely backward (EBC) classes
- Family’s annual income, including parents, must not exceed ₹3 lakh
Impact on Students’ Lives
Dr. Satyendra Datt Mishra, Director of the Patna University PETC, highlighted that the Bihar government’s initiative is making a significant difference in the educational upliftment of students from economically weaker and socially disadvantaged sections. “This program ensures that high-quality education reaches students who otherwise might not have access to it. For many, it is a boon that opens doors to careers in civil services and other prestigious professions,” Dr. Mishra added.
With these centers, students are gaining not only academic knowledge but also exposure to competitive exam strategies, confidence, and mentorship, creating a pathway for them to succeed in professional and governmental careers. The PETC initiative is emerging as a model for inclusive education, empowering marginalized communities, and fostering social equity in Bihar.
