The transfer orders were issued by the state Home Department on Sunday, October 11, 2026.

The reshuffle involves appointments and transfers at the Additional Superintendent of Police (ASP), Deputy Superintendent of Police (DSP) and Sub-Divisional Police Officer (SDPO) levels across several districts, including Patna, Muzaffarpur, Saran, Buxar, Madhubani, Madhepura and Katihar.

The latest administrative changes include new postings in the Special Task Force (STF), Vigilance Investigation Bureau, Special Branch, Bihar Special Armed Police (BSAP), Prohibition and State Narcotics Control Bureau, and cybercrime units.

Among the prominent changes, 2023-batch IPS officer Narayan Upadhyay has been appointed SDPO-I of Phulwarisharif in Patna, while 2024-batch IPS officer Kartikeyan A K has been transferred from Muzaffarpur to Bihar Police Headquarters.

According to the Home Department notification, he has been directed to report to Bihar Police Headquarters in Patna, where he will await further posting orders.

The notification has not specified his next field assignment.

Sanjay Kumar Jha Appointed ASP, Vigilance Investigation Bureau

Among the Bihar Police Service officers, Sanjay Kumar Jha has been transferred from his previous posting as ASP, Special Branch, Patna.

He has now been appointed Additional Superintendent of Police in the Vigilance Investigation Bureau, Patna.

The Vigilance Investigation Bureau deals with matters relating to corruption and vigilance investigations, making the posting an important assignment within the state’s investigative administration.

Ajay Kumar Singh Gets Special Task Force Posting

BPS officer Ajay Kumar Singh has been appointed ASP, Special Task Force (STF), Patna.

The STF is a specialised police unit involved in operations against serious and organised crime.

His new posting places him within one of the state’s specialised law-enforcement formations.

Surendra Kumar Singh Posted to Prohibition and State Narcotics Control Bureau

Surendra Kumar Singh has been assigned responsibilities in the Prohibition and State Narcotics Control Bureau, Patna.

The bureau is associated with enforcement activities concerning prohibition and narcotics-related offences.

Rampukar Singh, who was previously serving as SDPO, Chhapra Sadar, has been transferred to the Bihar Special Armed Police.

Bhaskar Ranjan Appointed Dumraon SDPO in Buxar

Bhaskar Ranjan has been transferred from Rail Police, Patna, to Buxar district.

  • Manglesh Kumar Singh – Cybercrime responsibilities, Barsoi, Katihar.
  • Deepak Kumar – Cybercrime responsibilities, Town Muzaffarpur.
  • Mohammad Faisal Chand – Cybercrime responsibilities, Saran.

The changes come as cybercrime units play an increasingly important role in investigating online financial fraud, digital offences and other technology-enabled crimes.

Bihar Police Headquarters Issues Instructions on Relieving and Joining

The Home Department notification also contains instructions regarding the implementation of the transfer orders.

Officers who have been transferred but have not received fresh postings have been directed to hand over charge to their successors.

They must subsequently report to Bihar Police Headquarters in Patna and remain there until further orders are issued.

The instructions are intended to facilitate the transition of responsibilities following the administrative reshuffle.

Bihar Police Reshuffle Covers District Policing and Specialised Units

The transfer of 29 officers affects several levels of Bihar’s police administration.

While the appointments of Narayan Upadhyay, Bhaskar Ranjan and Ashish Raj concern sub-divisional policing, other officers have been assigned to specialised organisations such as the STF, Vigilance Investigation Bureau, Prohibition and State Narcotics Control Bureau and BSAP.

The cybercrime appointments also bring changes to policing responsibilities in Madhubani, Madhepura, Katihar, Muzaffarpur and Saran.

The latest order follows the October 10 reshuffle involving six police officers, including five IPS officers, in which 1998-batch IPS officer Ratna Sanjay was appointed ADG, Law and Order, with additional charge of Prohibition and the State Narcotics Control Bureau.

Together, the two reshuffles involve 35 police officers across senior, district and specialised policing positions in Bihar.
