Patna: The Bihar government has unveiled an ambitious industrial and infrastructure development roadmap, targeting ₹5 lakh crore investment within the next one year, as announced by Chief Minister Samrat Choudhary during a media interaction marking 12 years of the central government under Prime Minister Narendra Modi.
The event highlighted Bihar’s future growth strategy across industry, aviation, healthcare, women empowerment, and infrastructure development.
₹5 Lakh Crore Industrial Investment Target for Bihar
Deputy CM Samrat Choudhary stated that the state government is working to translate ₹5 lakh crore industrial investment into ground reality by November 20 next year.
He said Bihar is actively preparing new industrial policies to attract domestic and global investors, with a focus on:
- Simplifying investment procedures
- Improving ease of doing business
- Promoting large-scale industrial projects including data centres
- Creating employment opportunities
The government aims to position Bihar as a major emerging industrial hub in India.
30-Day Approval System for Setting Up Industries
To accelerate industrial growth, the state government is introducing a major reform under which investors will receive automatic approval within 30 days of application submission.
This reform is designed to eliminate delays caused by lengthy bureaucratic processes and make Bihar a more investment-friendly destination.
According to the Deputy CM, the initiative will:
- Improve investor confidence
- Attract domestic and international companies
- Enhance transparency in approvals
Major Push for Aviation Infrastructure Across All Districts
The government also announced plans to develop airports, airstrips, or helipads in every district of Bihar.
Key updates include:
- Airstrip projects approved for Rajgir and Sasaram–Kaimur regions
- Focus on expanding air connectivity across the state
- Strengthening tourism and business infrastructure
Officials believe improved air connectivity will significantly boost trade, tourism, and investment inflows.
Defence Corridor Planned in Rajgir and Munger
Bihar is also preparing to enter the defence manufacturing sector with plans for a defence corridor under the central government’s defence production initiative.
The proposed corridor will be developed around:
- Rajgir
- Munger
The project is expected to:
- Attract defence manufacturing companies
- Create large-scale employment opportunities
- Strengthen Bihar’s industrial base
Assurance on Salary and Pension Payments
Reiterating administrative priorities, Samrat Choudhary directed officials to ensure that:
- Salaries of teachers and government employees are never delayed
- Pension payments are not stopped under any circumstances
He clarified that while documentation and utilisation certificate processes are separate administrative matters, they must not affect employee payments.
Women Empowerment and Jeevika’s Economic Impact
Highlighting women-led development, the Deputy CM noted that Bihar has more than 30 lakh “Lakhpati Didis” associated with the Jeevika self-help group programme.
Key highlights:
- Jeevika groups contributing over ₹1.46 lakh crore to the economy
- Strong role of women in rural economic transformation
- Expansion of financial independence among women
The government described women empowerment as a key pillar of Bihar’s development model.
Healthcare and Infrastructure Development Focus
The state government is also prioritising major investments in healthcare infrastructure.
Plans include:
- Upgrading hospitals across Bihar
- Expanding access to quality healthcare services
- Strengthening medical infrastructure in rural and urban areas
Officials stated that the government is shifting from announcements to time-bound implementation of projects.
