Patna: In a significant administrative development, the Central Government has promoted 14 officers of the Bihar Administrative Service (BAS) to the Indian Administrative Service (IAS) cadre under the Select List of 2025.
The promotions were notified by the Department of Personnel and Training (DoPT), Government of India, and have been made against vacancies that arose between January 1 and December 31, 2025. The move marks another major step in strengthening Bihar’s senior administrative leadership by inducting experienced state service officers into the IAS cadre.
According to the official notification, the promotions were finalised in consultation with the Bihar Government following the prescribed selection process.
14 BAS Officers Promoted to IAS
The following Bihar Administrative Service officers have been inducted into the IAS cadre under the 2025 Select List:

- Manoranjan Kumar
- Vikash Kumar
- Gagan
- Anjani Kumar
- Md Ejtaba Hussain
- Rajnish Kumar
- Bidhu Bhushan Choudhary
- Md Wasim Ahmad
- Krityanand Ranjan
- Md Rashid Alam
- Ibrar Ahmad Khan
- Manoj Kumar
- Hemant Kumar Singh
The DoPT notification stated that these promotions were approved after due consultation with the state government and in accordance with the relevant provisions governing induction of State Civil Service officers into the IAS.
Promotions Against 2025 Vacancy Cycle
The promotions have been made against vacancies that occurred during the calendar year 2025 due to retirements, cadre adjustments and other service-related factors.
Induction from the State Civil Service to the IAS is an important mechanism that enables experienced officers from state administrative services to enter the country’s premier civil service and take up higher administrative responsibilities.
The selection process typically involves scrutiny of service records, Annual Confidential Reports (ACRs), vigilance status and recommendations made through the Departmental Promotion Committee (DPC) in coordination with the Union Public Service Commission (UPSC).
Follow-Up Action by Bihar Government Expected
Following the Centre’s notification, Bihar’s General Administration Department is expected to issue a separate state-level notification assigning new departmental responsibilities and postings to the promoted officers.
Administrative sources indicate that fresh postings and cadre allocations for the newly inducted IAS officers may be announced in the coming weeks.
Last Year, 19 BAS Officers Were Promoted
The latest round of promotions follows a similar exercise conducted last year.
On October 24, 2025, a total of 19 Bihar Administrative Service officers were promoted to the IAS cadre under the Select List of 2024. Subsequently, those officers were allotted the 2015 batch of the Bihar cadre in accordance with IAS seniority rules.
The induction of another 14 officers this year reflects the continuing process of filling vacancies in the IAS cadre and ensuring adequate administrative leadership across departments and districts.
Strengthening Bihar’s Administrative Machinery
The promotion of experienced BAS officers to the IAS cadre is expected to strengthen governance and administrative capacity in Bihar. These officers bring years of field-level experience in district administration, development programmes, public service delivery and policy implementation.
With their elevation to the IAS, the officers will become eligible for higher responsibilities in the state government as well as potential assignments with the Government of India in the future.
The state government is now expected to complete the next phase of the process by issuing posting orders and assigning responsibilities to the newly inducted IAS officers.
