Bhopal: In a significant development for the state bureaucracy and police administration, the Madhya Pradesh government is preparing to promote 13 officers from the State Administrative Service (SAS) to the Indian Administrative Service (IAS) cadre and 9 officers from the State Police Service (SPS) to the Indian Police Service (IPS) cadre during the current promotion cycle.
The promotions are expected to be carried out against vacancies that arose in 2025 following the retirement of several promoted IAS and IPS officers. The move is part of the regular cadre management exercise aimed at strengthening governance and administrative efficiency across the state.
According to official sources, the Departmental Promotion Committee (DPC) meeting will be held shortly, after which eligible officers will be formally considered for induction into the country’s premier civil and police services.
UPSC-Led Committee to Conduct Selection Process
The selection process will be undertaken by a joint committee comprising representatives of the Union Public Service Commission (UPSC), the Chief Secretary of Madhya Pradesh, and the Director General of Police (DGP).
The committee will examine officers’ service records, Annual Confidential Reports (ACRs), vigilance status, integrity records, and overall performance before finalizing recommendations.
Once approved by the DPC, the recommendations will be forwarded to the state government and UPSC for final clearance.
39 SAS Officers Under Consideration for IAS Promotion
Sources indicate that the state government has prepared a list of 39 State Administrative Service officers for consideration against 13 IAS promotion vacancies.
Officers belonging primarily to the 2007 and 2008 SAS batches are expected to be reviewed during the selection process.

- Jayendra Vijayvat and Manoj Malviya of the 1999 batch are reportedly ineligible due to age-related criteria.
- Kamal Nagar of the 2002 batch is facing a court case, which could impact his consideration.
- Sapna M. Lovenchi of the 2007 batch may face exclusion due to an ongoing vigilance inquiry.
The final outcome in such cases will depend on the recommendations of the DPC and the status of pending legal or vigilance proceedings.
IPS Promotion Process Moving Faster
For induction into the IPS cadre, the state government is considering officers from the 1997 and 1998 State Police Service batches.
Sources suggest that the IPS promotion process is progressing faster than the IAS selection exercise and could be finalized soon after the DPC meeting.
A total of 27 SPS officers have reportedly been shortlisted for consideration against 9 available IPS vacancies.

- Amrit Meena is facing scrutiny regarding caste certificate verification.
- Rajesh Mishra is reportedly under departmental investigation.
In such cases, the DPC may adopt the “sealed cover” procedure, under which the officer’s assessment is kept confidential until pending inquiries or investigations are concluded.
This practice ensures that promotions remain subject to the final outcome of disciplinary or legal proceedings.
Vacancies Created by 2025 Retirements
The current promotion exercise is being undertaken to fill vacancies that emerged due to the retirement of promoted IAS and IPS officers during the 2025 cadre cycle.
