Lucknow/New Delhi: In a significant development for Uttar Pradesh’s administrative machinery, the process for the promotion of Provincial Civil Services (PCS) officers to the Indian Administrative Service (IAS) cadre has moved a step closer to completion. The Departmental Promotion Committee (DPC) meeting for the selection year 2025 was held at the Union Public Service Commission (UPSC) headquarters in New Delhi on June 10, paving the way for the elevation of 33 PCS officers to the prestigious IAS cadre.
The promotions are expected to benefit officers from the 2010, 2011 and 2012 batches of the Uttar Pradesh PCS. Formal notifications are likely to be issued by the end of June after scrutiny of service records, Annual Confidential Reports (ACRs), and other eligibility requirements.
DPC Meeting Held at UPSC Headquarters
The Departmental Promotion Committee meeting was convened at the UPSC headquarters in New Delhi to consider eligible PCS officers for induction into the IAS cadre against vacancies allocated to Uttar Pradesh under the promotion quota.

Senior representatives from the Uttar Pradesh government participated in the deliberations.
Those present included:
- Chief Secretary S.P. Goyal
- Principal Secretary (Appointments & Personnel) M. Devraj
- Additional Personnel Chief (APC) Deepak Kumar
- Special Secretary Vijay Kumar
The committee also included representatives from the Central Government and a member of the UPSC, making it a six-member panel responsible for finalizing recommendations.
Centre Allocates 33 IAS Promotion Posts to Uttar Pradesh
For the selection year 2025, the Central Government has allocated 33 vacancies to Uttar Pradesh under the IAS promotion quota.
The availability of a relatively large number of vacancies has opened opportunities not only for officers of the 2010 and 2011 batches but also for some senior officers from the 2012 batch.
Officials said the number of available posts is higher than in previous years, enabling a broader pool of officers to be considered for induction into the IAS cadre.
2010 Batch Officers to Receive Promotion
All eligible officers from the 2010 PCS batch are expected to be inducted into the IAS cadre.
The officers from the 2010 batch under consideration include:
- Dr. Vishram
- Ashok Kumar Kannaujia
- Pushpraj Singh
- Rajkumar Dwivedi
- Rakesh Kumar Patel
- Alok Kumar
- Sushila
- Sanjay Kumar Singh
A total of eight officers from this batch are likely to receive IAS promotion.
Maximum Promotions from 2011 Batch
The largest share of promotions is expected to go to officers belonging to the 2011 PCS batch.
A total of 21 officers from this batch have reportedly been considered by the DPC.
They include:

With 21 officers from the 2011 batch and eight from the 2010 batch, a total of 29 promotions are expected to be filled from these two batches alone.
Opportunity Opens for 2012 Batch Officers
Since the combined strength of eligible officers from the 2010 and 2011 batches comes to 29, the remaining four vacancies are likely to be filled by senior officers from the 2012 PCS batch.
Officials indicated that the unusually high number of vacancies has made it possible for select officers from the 2012 batch to enter the zone of consideration earlier than anticipated.
The final list of promoted officers will be determined after a detailed assessment of service records and vigilance clearances.
Promotion Orders Expected by End of June
Following the DPC’s recommendations, the next stage involves:
- Verification of service records
- Examination of Annual Confidential Reports (ACRs)
- Vigilance clearance
- Approval by competent authorities
After completion of these formalities, the official notification for induction into the IAS cadre is expected to be issued by the end of June 2026.
Significant Career Milestone
Promotion from the Provincial Civil Services to the IAS cadre is considered one of the most important milestones in an officer’s career. Officers inducted through the promotion quota subsequently become part of the Indian Administrative Service and are eligible for senior administrative assignments at both the state and central levels.
The upcoming induction of 33 officers will strengthen Uttar Pradesh’s IAS cadre and provide experienced field administrators with opportunities to serve in higher policymaking and governance roles.
