Patna: Bihar has emerged as the leading state in training participants under the restructured National Gram Swaraj Mission (NGSM) in the 2024-25 fiscal year, with 435,896 participants trained, the highest in the country. The achievement reflects the state government’s focus on capacity building, e-governance, and decentralized development planning.
Comprehensive Training Across Panchayati Raj Institutions
Under the program, the Panchayati Raj Department provided training to participants on nine key topics linked to local governance and development, including:
- Local Area Development Goals (LSDGs)
- e-Gram Swaraj system
- Gram Panchayat Development Plan (GPDP) formulation
- Block Panchayat Development Plan (BPDP) formulation
- District Panchayat Development Plan (ZPDP) formulation
- Panchayat e-Gram Kachari operations
Other relevant aspects of Panchayati Raj functioning
The training aimed to strengthen governance, enhance planning capabilities, and ensure effective implementation of development projects at the grassroots level.
Bihar Leads, Other Top States Ranked
Bihar secured the top position nationwide, followed by:
- Maharashtra – 363,111 participants
- Andhra Pradesh – 325,643 participants
- Karnataka – 321,380 participants
- Odisha – 279,505 participants
This ranking demonstrates Bihar’s proactive approach to empowering elected representatives and Panchayat staff in implementing transparent and efficient local governance.
Minister Emphasizes Capacity Building and Technological Adoption
On this achievement, Bihar Panchayati Raj Minister Deepak Prakash stated that the department is committed to continuous capacity building for representatives and staff of three-tier Panchayati Raj institutions and Gram Kutcheries.
He noted that training programs are regularly organized at prestigious institutions within and outside the state to familiarize public representatives and staff with new systems of governance. The objective is to build transparent, inclusive, and accountable Panchayati Raj institutions through a people-centric, technology-driven administrative framework.
Minister Prakash emphasized that such training initiatives ensure that local governance evolves in line with modern administrative systems, promoting effective implementation of development schemes and strengthening grassroots democracy in Bihar.
