Mumbai: Bharat Petroleum Corporation Limited (BPCL), in partnership with the Ministry of Petroleum and Natural Gas (MoPNG) and the Government of Maharashtra, hosted the ‘Waste to Wealth – Scaling GOBARdhan’ workshop in Mumbai on October 22, 2026. The event brought together senior government officials, industry representatives, CBG developers, financial institutions, technology providers, Urban Local Bodies (ULBs) and farmer organisations to strengthen Maharashtra’s compressed biogas ecosystem.
The workshop focused on improving stakeholder coordination, supporting project development and accelerating the implementation of CBG projects across the state. It also highlighted the potential of converting organic waste into clean energy while supporting sustainable agriculture and creating economic value.
The initiative aligns with India’s broader clean energy ambitions and efforts to build a circular bioeconomy by promoting the productive utilisation of waste resources.
Maharashtra Government Highlights Need for Policy Support and Coordination
Rajesh Aggarwal, Chief Secretary, Government of Maharashtra, highlighted the importance of enabling policies and coordinated action to unlock the state’s CBG potential.
He emphasised the need for collaboration among government departments, industry participants and other stakeholders to facilitate project implementation and strengthen the state’s waste-to-energy ecosystem.
The discussions also focused on addressing implementation challenges and encouraging cooperation among project developers, financial institutions and technology providers to support the development of commercially viable CBG projects.

BPCL Highlights Waste-to-Wealth Opportunities Under GOBARdhan
Sanjay Khanna, Chairman and Managing Director of BPCL, highlighted the opportunity to transform waste into clean energy, strengthen agriculture and generate long-term economic value.
Summarising the company’s vision, he stated: “Farm to Fuel. Fuel to Fertility. Fertility back to Farm.”
The vision underlines the potential of linking organic waste management with renewable fuel production and sustainable agricultural practices. Organic waste can be processed to produce compressed biogas, while the resulting digestate can be utilised as an organic soil input where appropriate.
This approach can help create value from waste, support resource efficiency and strengthen connections between clean energy production and agriculture.

The workshop was attended by senior representatives from the Central and Maharashtra governments, along with members of BPCL’s leadership team.
Key participants included:
- Rajesh Aggarwal – Chief Secretary, Government of Maharashtra
- Dr. K. H. Govind Raj – Additional Chief Secretary, Urban Development Department-2, Government of Maharashtra

GOBARdhan Initiative to Support India’s Circular Bioeconomy
The GOBARdhan initiative focuses on converting biodegradable waste into useful resources, including biogas and compressed biogas, while supporting improved waste management and sustainable rural development.
Compressed Biogas is produced by processing biodegradable materials such as agricultural residues, animal waste and suitable organic municipal waste. After purification and compression, it can be used as a fuel in compatible applications.
By promoting CBG projects, stakeholders can explore opportunities to reduce waste disposal challenges, generate renewable energy and create additional economic opportunities for farmers and local communities.
The Mumbai workshop reinforced the importance of coordinated efforts among government agencies, project developers, financial institutions and technology providers to help translate these opportunities into operational projects.
BPCL Continues to Support Clean Energy and Waste-to-Wealth Solutions
BPCL continues to support the development of India’s compressed biogas sector and circular bioeconomy through initiatives focused on converting waste into valuable resources, promoting sustainable agriculture and contributing to the country’s clean energy ambitions.
The ‘Waste to Wealth – Scaling GOBARdhan’ workshop reflects the company’s emphasis on stakeholder collaboration and the development of waste-to-energy solutions. Strengthening Maharashtra’s CBG ecosystem could support renewable fuel production, improve organic waste utilisation and create economic opportunities across the waste management and agricultural value chains.
