New Delhi: Cabinet Secretary Dr T V Somanathan (IAS: 1987: TN) chaired a video conference on Monday with Chief Secretaries of various states and Administrators of Union Territories, to review the preparations for the upcoming 5th National Chief Secretaries’ Conference and the progress on deregulation of outdated laws.
During the virtual meeting, Dr Somanathan emphasized the importance of states’ participation in shaping effective governance reforms and called for timely submission of state-specific reports.
Key Directives Issued:
Feedback Compilation: All states and UTs were instructed to compile and upload feedback reports based on discussions and action points from the previous Chief Secretaries’ Conference.
State-Specific Submissions: Each state has been directed to submit five focused reports that reflect key policy challenges, innovations, or governance improvements relevant to their regions.
Nodal Officers: The Cabinet Secretary highlighted that some states have not yet appointed a nodal officer to coordinate and upload the required documents. He instructed them to do so immediately to ensure seamless coordination ahead of the conference.
Focus on Deregulation
The conference will also include discussions on the deregulation of outdated and redundant laws, a key reform area pushed by the central government to improve the ease of doing business, reduce bureaucratic friction, and enhance citizen-centric governance.
5th National Chief Secretaries’ Conference: A Policy-Shaping Forum
The National Chief Secretaries’ Conference has become a central platform for high-level deliberations between the Centre and states on issues of governance reform, federal coordination, infrastructure planning, and administrative modernization.
The 5th edition of the conference is expected to bring forward critical policy frameworks and cross-state learning on topics ranging from climate resilience to digitization of government services.
