Centre Approves Key IPS Appointments: Mukhtar Mohsin Posted as DIG in SSB, Manish Singh Named SSP in NHRC

New Delhi: The Central Government on Tuesday issued fresh appointment orders involving two Indian Police Service (IPS) officers, approving their lateral shifts to important positions in the Sashastra Seema Bal (SSB) and the National Human Rights Commission (NHRC). The appointments were cleared by the competent authority as part of the latest notifications issued by the Department of Personnel and Training (DoPT).

The appointments involve Mukhtar Mohsin, a 2005-batch IPS officer of the Uttarakhand cadre, and Manish Singh, a 2013-batch IPS officer of the Gujarat cadre, both currently serving on central deputation.

Mukhtar Mohsin Appointed DIG in Sashastra Seema Bal

According to the notification, Mukhtar Mohsin (IPS:2005), who is presently serving as Deputy Director/Deputy Inspector General (DIG) in the National Crime Records Bureau (NCRB), has been appointed as Deputy Inspector General in the Sashastra Seema Bal (SSB) on a lateral shift basis.

The appointment will be effective from the date he assumes charge of the new post and will continue up to April 16, 2031, completing a combined central deputation tenure of five years, or until further orders, whichever is earlier.

The order stated that Mohsin’s central deputation tenure is being counted from April 17, 2026.

Experienced Officer with Strong Investigative Background

As a senior IPS officer of the Uttarakhand cadre, Mukhtar Mohsin has served in several important policing and investigative assignments during his career. His experience at the National Crime Records Bureau is expected to contribute significantly to SSB’s operational and intelligence-related functions.

The Sashastra Seema Bal, one of India’s Central Armed Police Forces, is responsible for guarding the country’s borders with Nepal and Bhutan and plays a crucial role in maintaining border security.

Manish Singh Appointed Senior Superintendent of Police in NHRC

In another significant appointment, Manish Singh (IPS:2013), currently serving as Director in the Bureau of Police Research and Development (BPR&D), has been appointed as Senior Superintendent of Police (SSP) in the National Human Rights Commission (NHRC) on a lateral shift basis.

His appointment will take effect from the date of joining and continue until November 13, 2030, representing a combined central deputation tenure of five years, or until further orders, whichever is earlier.

The notification clarified that Singh’s central deputation tenure is being counted from November 14, 2025.

The government has also directed that he be relieved immediately from his current assignment in BPR&D to enable him to assume his new responsibilities at the NHRC without delay.

Strengthening Key National Institutions

The appointments come at a time when both the SSB and NHRC are handling increasingly complex responsibilities.

While SSB continues to play a critical role in border management and internal security, the NHRC remains India’s premier statutory body for the protection and promotion of human rights. The appointment of experienced IPS officers to these institutions is expected to strengthen their operational efficiency and administrative capabilities.
